Notice of Department of Human Resources and Social Security of Hainan Province on Further Promoting the Implementation of Informed Commitment Approval for Administrative Licensing of Human Resource Services

The administrative licensing items for human resource services will be approved by using the informed commitment system in accordance with the Notice of General Office of the People's Government of Hainan Province on Issuing the Implementation Plan for Fully Practicing the Informed Commitment System for Certification Items and for Business Licensing Items in Hainan Provinc e (QFBH  No. 394, hereinafter referred to as the "Implementation Plan"). In the implementation of the Plan, cities and counties exposed problems such as inconsistent progress and non-standard process, so we hereby notify you as follows so as to accelerate the implementation of the informed commitment approval items.
I.Human Resources and Social Security Bureaus of Cities and Counties shall, as required by the Implementation Plan, include the administrative licensing items of human resource services in Hainan Government Affairs Service Platform, and release the informed commitment guidelines, format text of Informed Commitment, and service hotline on the Hainan Government Affairs Service website (https://wssp.hainan.gov.cn/hnwt/department) and in related service places, readily available for applicants to access, request or download. Those not included in the Government Affairs Service Platform or included but not released relevant information as required must be included and released before going off duty on September 10. If the approval items have been handed over to the administrative approval departments of the cities or counties for unified handling, such administrative approval departments shall be coordinated to implement the items according to the above-mentioned deadline.
II.With a view to guiding cities and counties to standardize the approval process, we have studied and developed the Informed Commitment for Administrative Licensing of Profit-making Human Resource Service Agencies Engaged in Employment Intermediary Activities (Reference Text) and the Application for Employment Intermediary Activities (Reference Text) for your reference. Combined with their actual situation, cities and counties may further optimize them in line with the streamlined and efficient principle.
III.In the specific approval practice, the approval departments should clearly inform the applicants that they may choose whether to apply for the administrative license for human resource services by the informed commitment system. Where the applicants are reluctant or unable to make their commitments, they shall submit the documents or evidence stipulated by laws and regulations or provisions of the State Council. If an applicant has, with serious bad credit record, been included in the List of Dishonest Parties Subject to Joint Punishment of the state, our province or other MRA-agreed provinces (autonomous regions or municipalities) or made false promises, this informed commitment system does not apply before the credit repair.
