The "International Data Comprehensive Service Zone" of Hainan Free Trade Port was launched

On March 21, the Hainan Free Trade Port data cross-border flow policy promotion meeting and the launch ceremony of the "International Data Comprehensive Service Zone" was held in Haikou. This activity aims to accelerate the implementation of cross-border data flow policies and optimize the cross-border data service ecosystem. They invited relevant leaders of government, parks, enterprises and cooperative ecological operators such as Hainan Telecom, China Mobile and China Unicom to jointly discuss the practice path and innovation opportunities of cross-border data flow.

On the same day, the "International Data Integrated Service Zone" was officially launched. Created by Hainan International Data Integrated Service Center (IDCSC), the zone is a unified zone for cross-border data services of Hainan Free Trade Port. It can realize the standard cross-border business service process of "unified acceptance by Haiyi Office and unified approval by Haizheng Tong", and provide enterprises with one-stop services covering the whole process of cross-border data transmission, compliance assessment, resource coordination, etc., marking the further development of Hainan Free Trade Port in implementing the strategic goal of "step forward to the seed power".

At the event site, Hainan Big Data Development Center signed strategic cooperation agreements with China Telecom Hainan Company, China Mobile Hainan Company and China Unicom Hainan Company, and jointly explored the practical plan for the safe and orderly cross-border flow of data elements in Hainan Free Trade Port. By integrating policy resources and technical capabilities, they have promoted the two-wheel drive of "institutional innovation" and "comprehensive service", accelerated the construction of an efficient, standardized and risk-controllable international data cross-border service hub, and provided a solid guarantee for the free trade port to build an important node of global data circulation.

The relevant person in charge of the Provincial Development and Reform Commission introduced that in the future, Hainan will take the national data elements comprehensive pilot zone as the starting point, and focus on promoting institutional innovation, scene demonstration, project planning, industrial cultivation and international cooperation. The relevant person in charge of the provincial Business Environment Construction Department said that Hainan will focus on promoting the legislation of public data resources this year, introduce the "Hainan Province Public Data Resource Management Measures", promote the open sharing of data, and stimulate the innovation vitality of market players.

On the same day, the relevant person in charge of the Provincial Party Committee Network Information Office and the provincial Big Data Development Center respectively interpreted the institutional framework of the cross-border flow of data in the free trade port and the functional positioning and core capabilities of the Hainan International Data Integrated Service Center.
