The General Office of the Hainan Provincial People's Government assists the leaders of the provincial government in handling its daily work.

Main responsibilities:

1. Implement the principles, policies, laws, and regulations of the Party and the State, and implement the decisions and plans of the provincial Party committee and the provincial government, as well as the policies and measures of the China (Hainan) Pilot Free Trade Zone (FTZ) and the Hainan Free Trade Port (FTP).

2. Be responsible for the preparatory work of the provincial government meetings, and assist the leaders of the provincial government in organizing and implementing the matters decided at the meetings.

3. Assist the leaders of the provincial government in the drafting or review of documents issued in the name of the provincial government or the office.

4. Research and review matters submitted to the provincial government by the governments of various cities and counties and various departments of the provincial government, and propose handling opinions for approval by the leaders of the provincial government.

5. Supervise and inspect the implementation of the major decisions and plans of the State Council, the important instructions of the leaders of the State Council, the matters decided by the provincial government, the instructions of the leaders of the provincial government, and the policies of the China (Hainan) Pilot FTZ and the Hainan FTP by the governments of various cities and counties and various departments of the provincial government, and report to the leaders of the provincial government in a timely manner.

6. Be responsible for the on-duty work of the provincial government, report important situations in a timely manner, convey and urge the implementation of the instructions of the leaders of the provincial government, and assist in handling the important problems reflected by the governments of various cities and counties and various departments of the provincial government to the provincial government.

7. Be responsible for handling the suggestions from deputies to national and provincial people's congresses as well as proposals from the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and the provincial CPPCC.

8. Be responsible for the collection, analysis, and submission of the province's government information, manage the provincial government's portal website, and be responsible for the editing, publishing, and distribution of the Bulletin of the Hainan Provincial People's Government.

9. Be responsible for the daily work of the province's government affairs publicity, and be responsible for guiding and supervising the government information disclosure work of the whole province.

10. Be responsible for the relevant work of e-government in the provincial government agencies.

11. Be responsible for supervising and guiding the archives work of the organs, mass organizations, enterprises, public institutions, and other organizations in the whole province, and investigate and punish the violation of archive work in accordance with the law.

12. Be responsible for the comprehensive planning, organization and coordination, inspection and supervision, and secretarial service work of the province's national defense mobilization.

13. Acting as the Counselors' Office of the provincial government, and manage the Provincial Bureau for Public Complaints and Proposals.

14. Be responsible for the selection, management, and service guarantee work of the counselors of the provincial government.

15. Fulfill other tasks assigned by the CPC Hainan Provincial Committee, the provincial government, and the superior departments.
