Main responsibilities:

1. Implement the guiding principles, policies, laws, and regulations of the Party and the State regarding tourism, culture, radio, television, and sports work, as well as the policies and measures of the China (Hainan) Pilot Free Trade Zone and the Hainan Free Trade Port, and carry out the relevant decisions and plans of the provincial Party committee and the provincial government. 

2. Research, formulate, and organize the implementation of the province's tourism, culture, radio, television, and sports development strategies and policy measures, draft regulations and rules in the fields of tourism, culture, radio, television, and sports, and put forward opinions and suggestions on promoting the reform of tourism, culture, radio, television, and sports.

3. Guide the investigation, utilization, and protection of tourism and cultural resources in the province. Make overall plans for the development of tourism, culture, radio, television, and sports undertakings and its industries, and promote the integrated development of these areas.

4. Guide and promote the construction of the international tourism consumption center and the all-for-one tourism in the province.

5. Guide the construction of key tourism, cultural, radio, television, and sports public facilities in the province.

6. Guide and manage the province’s literary and artistic undertakings, guide artistic creation and production, and support literary and artistic works that embody the core socialist values and are directional, representative, and exemplary.

7. Bear responsibility for the development of the province’s public cultural undertakings, promote the construction of the province’s public cultural service system and tourism public service, and make overall plans to promote the standardization and equalization of basic public cultural services.

8. Guide and promote the scientific and technological innovation and development of tourism, culture, radio, television, and sports in the province. Bear responsibility for the informatization and standardization construction of relevant industries.

9. Bear responsibility for the protection of intangible cultural heritage and the inheritance and popularization of outstanding ethnic cultures in the province.

10. Guide the standardized development of tourism, culture, radio, television, and sports markets, and regulate and supervise relevant markets in the province in accordance with the law.

11. Guide the comprehensive law enforcement in tourism, culture, radio, television, and sports, and maintain market order in the province.

12. Bear responsibility for promoting the foreign exchanges, cooperation and publicity of tourism, culture, radio, television, and sports in the province. Formulate tourism market development strategies and organize their implementation.

13. Guide cultural relics management in the province.

14. Perform other tasks assigned by the provincial Party committee, the provincial government, and superior departments.
