Main responsibilities:

1.Research, formulate, and implement the development strategies, medium and long-term plans, and policies in the fields of industry and information technology in the province, plan major construction projects in industry and information technology as well as the layout of productive forces; research and formulate reform plans for industry and information technology, and put forward policy suggestions on industry and information technology for the construction of the China (Hainan) Pilot Free Trade Zone and the Hainan Free Trade Port. 

2. Bear responsibility for coordinating the development and management of the province's industry and information sectors, standardizing industry behaviors; guide industrial enterprises to strengthen quality management, formulate and implement industry technological norms and standards.

3. Bear responsibility for the management of fixed asset investment projects in the industry and information sectors in the province, examine and approve or verify fixed asset investment projects in the field of industry and information technology according to the prescribed authority; undertake the comprehensive management and coordination services for investment attraction projects in the field of industry and information sectors; put forward opinions on the arrangement of financial construction funds.

4. Coordinate the promotion of the construction of supporting systems for the province's industry and information sectors, promote the construction of key industry and information chains, cultivate and facilitate the construction of industrial and information industry bases, and guide and coordinate the construction and development of industry and information sector development zones; research and put forward policy suggestions on optimizing the industrial and information technology structure, ownership structure, and enterprise organizational structure.

5. Bear responsibility for monitoring and analyzing the operation situation in the field of industry in the province and information technology, collecting and releasing relevant information, conducting prediction, early warning, and information guidance, coordinating and solving relevant problems in the operation and development of the industry and putting forward policy suggestions; guide and supervise emergency management and industrial safety in the industrial and information technology fields; undertake relevant works on national defense mobilization.

6. Bear responsibility for technological progress, technological innovation, technology introduction, and technology assimilation in the industrial and information technology fields in the province; bear responsibility for the organization and coordination of the development of the equipment manufacturing industry, promote the localization of major technical equipment, and guide the assimilation and innovation of introduced major technical equipment; carry out foreign exchanges and cooperation in the fields of industry and information technology.

7. Organize the implementation of energy conservation and comprehensive resource utilization in the industrial and information technology fields in the province, participate in relevant work of pollution prevention and control, and organize and coordinate the promotion and application of new products, new technologies, new equipment, and new materials.

8. Bear responsibility for the comprehensive management of promoting small and medium-sized enterprises in the province. Bear responsibility for the macro guidance and services for the development of small and medium-sized enterprises and the non-State-owned economy, comprehensively coordinate relevant departments to formulate policy measures for promoting the development of small and medium-sized enterprises and the non-State-owned economy; coordinate and solve relevant major problems in the development of small and medium-sized enterprises and the non-State-owned economy.

9. Bear responsibility for coordinating and promoting the province's informatization work as a whole. Formulate the province's informatization plan, supervise and guide the province's informatization and big data construction; promote the integrated development of the information and communication industry, facilitate the integration and application of the telecommunications network, the radio and television network, and the Internet, and promote the interconnection and the development and utilization and sharing of important information resources across industries and departments; coordinate and promote the planning, construction, and management of the province's information infrastructure.

10. Coordinate and implement the national cyber development strategy and the "Internet +" Initiative as a whole, promote the development of the new-generation information technology industry, drive the in-depth integration of the Internet, the Internet of Things, big data, satellite navigation, artificial intelligence, and the real economy; build "Digital Hainan"; coordinate and promote the province's information consumption work.

11. Promote the interconnection between networks and ensure fair competition; supervise the implementation of industrial and information industry technical standards and safety standards; coordinate and promote the construction of the network security guarantee system, and carry out security guarantee work for industrial information systems.

12.Bear responsibility for the province's radio emergency response work; uniformly allocate and manage radio frequency spectrum resources according to regulations, set up, use, and supervise and manage radio stations, coordinate and handle relevant work on radio management between the military and local areas; be responsible for radio monitoring, detection, and interference investigation and handling, and coordinate and handle electromagnetic interference work; safeguard the order of radio waves in the air according to the law, organize and implement radio control; be responsible for the management of non-radio equipment that emits radio waves.
