Main responsibilities:

1. Formulate and organize the implementation of the province's economic and social development strategies, medium- and long-term plans, and annual plans. Participate in formulating the policies and measures for the construction and development of the China (Hainan) Pilot Free Trade Zone and the Hainan Free Trade Port. Bear responsibility for the overall coordination of provincial special plans, regional plans, and spatial plans with the province's development plans. Draft local regulations and rules concerning economic and social development, economic system reform and opening-up.

2. Propose the overall objectives, major tasks, and relevant policies for the province to accelerate the construction of a modern economic system and promote high-quality development. Organize the evaluation and supervision of the implementation of major strategic plans, major reforms, major policies, and major projects of the CPC Central Committee, the State Council, the provincial Party committee and the provincial government, and put forward relevant adjustment suggestions.

3. Comprehensively put forward the main objectives of the province's economic and social development, monitor and give early-warning of the trends of macroeconomic and social development, and propose macro-control policy suggestions. Comprehensively coordinate macroeconomic policies and take the lead in studying macroeconomic response measures. Regulate the province's economic operation and coordinate to solve major problems in economic operation. Participate in formulating the strategies and plans for coordinating the development of economic construction and national defense, and coordinate relevant major issues. Participate in formulating fiscal policies, financial policies, and land policies.

4. Guide, promote, and comprehensively coordinate the province's economic system reform. Put forward suggestions for the economic and social development and economic system reform of the China (Hainan) Pilot Free Trade Zone and the Hainan Free Trade Port. Organize and promote the supply-side structural reform. Coordinate and promote the reform of the property rights system and the market-oriented allocation of factors. Promote the improvement of the construction of a modern market system and, together with relevant departments, organize the implementation of the market access negative list system.

5. Propose the strategies, plans, overall balance, and structure optimization objectives and policies for the utilization of foreign capital and overseas investment. Take the lead in implementing the major decisions of participating in the Belt and Road Initiative. Together with relevant departments, organize the implementation of the negative list for foreign investment access. Bear responsibility for the overall control, structure optimization, and monitoring of the province's full-caliber foreign debt.

6. Bear responsibility for the province’s comprehensive management of the investment, and formulate the volume, structure regulatory objectives, and policies for total investment in fixed asset. Together with relevant departments, formulate the government investment project approval authority and the list of fixed asset investment projects approved, permitted, and filed by the government. Arrange the provincial-level fiscal construction funds and government construction fund investments, and examine and approve,file, and review projects according to the prescribed authority. Plan major construction projects and productivity layouts. Comprehensively manage the province's key project construction work. Formulate and promote the implementation of policy measures to encourage private investment.

7. Promote the implementation of the province's regional coordinated development strategy, new urbanization development strategy, and major policies, and organize the formulation of relevant regional plans and policies. Formulate and organize the implementation of development plans and policies for old revolutionary base areas, areas with large ethnic minority populations, border areas, poor areas, and other areas with special difficulties, and organize the implementation of projects such as relocation of people involved in the poverty alleviation program. Take the lead in the Pan-Pearl River Delta regional cooperation with Hainan and dock with the construction and cooperation of the Guangdong-Hong Kong-Macao Greater Bay Area.

8. Organize the formulation of comprehensive industrial policies of the province. Coordinate major issues in the development of the primary, secondary, and tertiary industries and comprehensively coordinate relevant development plans and major policies. Organize the formulation and promotion of the strategic plans and major policies for the service industry and modern logistics industry. Comprehensively analyze and make judgment of the consumption trends and formulate and implement comprehensive policy measures to promote consumption. Comprehensively coordinate the construction and development of the province's key industrial parks.

9. Promote the implementation of the innovation-driven development strategy. Together with relevant departments, formulate plans and policies to promote innovation and entrepreneurship, and put forward policies for innovative development and the cultivation of new drivers of economic development. Together with relevant departments, plan and lay out the provincial major scientific and technological infrastructure. Organize the formulation and promotion of the development plans and policies for high-tech industries and strategic emerging industries, and coordinate major issues such as industrial upgrading and the promotion and application of major technological equipment.

10. Follow and analyze relevant risk hazards and put forward relevant work suggestions. Bear responsibility for the overall balance and macro-control of important commodities in the province, and together with relevant departments, formulate the catalog of reserve materials and the overall development plan.

11. Bear responsibility for the provincial policy coordination between social development and national economic development and coordinate relevant major issues. Organize the formulation of social development strategies and master plans. Comprehensively promote the construction of the basic public service system and the reform of the income distribution system, and put forward policy suggestions for promoting employment and improving the coordination between social security and economic coordinated development.

12. Promote the implementation of the sustainable development strategy. Promote the work of ecological civilization construction and coordinate the work of ecological environment protection and restoration, energy and resource conservation and comprehensive utilization, etc. Put forward policy measures to improve the ecological protection compensation mechanism and comprehensively coordinate the environmental protection industry and the promotion of clean production. Put forward energy consumption control targets and tasks and organize the implementation.

13. Study and coordinate major issues related to agricultural and rural economic and social development in the province, organize the formulation and implementation of service agricultural development strategies, plans, and major policies, and promote agricultural construction and development. Participate in formulating the strong maritime province development strategy, major policies and measures, and marine economic development plans and programs, and coordinate the connection and balance between the marine economic development plan and the national economic development plan.

14. Put forward suggestions for major infrastructure construction in the province and coordinate and promote it. Comprehensively coordinate the connection and balance between the energy and transportation development plans and the province's development plans. Put forward the development strategies, policies and reform suggestions for comprehensive transportation (including urban rail transit and postal services) and coordinate the implementation, and put forward the development strategies, major plans and major policies for energy and organize the implementation.

15. Bear responsibility for major price reforms and policy coordination in the province. Monitor and predict the changes in the general price level, and study and put forward the regulatory targets of the general price level, price policies and measures, and price reform suggestions. Formulate price rules, revise the government pricing catalog, and study and formulate the pricing plans and standards for key goods and services administered by the government.

16. Guide and coordinate bidding and tendering work in the province according to regulations. Guide and coordinate the provincial public resource trading platforms, and supervise public resource trading activities.

17. Manage the Hainan Provincial Bureau of Grain and Material Reserves, bear responsibility for inspecting and supervising the implementation of the Party's guidelines, policies, and national laws and regulations by affiliated units, and, together with relevant departments, supervise their non-operating State-owned assets.

18. Perform other tasks assigned by the provincial Party committee, the provincial government and superior departments.

The main responsibilities of the Big Data Development Center of Hainan Province:

Research major trends and significant issues in the field of data, and coordinate and promote the construction of Smart Hainan in an overall manner.

Organize and implement the province's big data strategy, and coordinate and promote the planning and construction of Digital Hainan, the digital economy, the digital society and the digital government in an overall manner. Coordinate and promote the construction of the basic data system and the layout and construction of digital infrastructure, and coordinate the integration, sharing, development and utilization of data resources in an overall manner.

Study and put forward policy suggestions for the data element market, and guide the construction and development of data trading venues in Hainan.

Coordinate and promote the informatization of public services and social governance, the interconnection and interoperability of information resources across industries and departments, and major scientific and technological research on core technologies and key equipment in the field of data, and coordinate and promote the construction of smart cities.

Undertake domestic and foreign exchanges and cooperation in the field of data.

Cooperate with the Office of Cyberspace Affairs Commission of the provincial Party committee to conduct security assessments and supervision on the cross-border flow of network data.

Guide the Big Data Development Center of Hainan Province to do a good job in the construction and operation of the support system for Smart Hainan and the construction and cultivation of the data element market.
