Main responsibilities:

1. Bear responsibility for establishing and improving the basic systems for the ecological environment. Work with relevant departments to formulate and implement the ecological environment policies and plans, draft regulations and rules on the ecological environment, and put forward policy suggestions on promoting the construction of the National Ecological Civilization Pilot Zone (Hainan). 

2. Supervise the implementation of national ecological environment standards, organize the formulation and supervise the implementation of local ecological environment standards and technical specifications; work with relevant departments to compile and supervise the implementation of ecological environment plans for key regions, river basins, sea areas, groundwater, and drinking water source areas as well as water function zoning.

3. Bear responsibility for the overall coordination and supervision and management of major ecological environment issues. Lead to coordinate the investigation and handle major and extremely serious environmental pollution accidents and ecological destruction incidents; guide and coordinate emergency response and early warning work for major sudden ecological environment incidents; lead to guide the implementation of the ecological environment damage compensation system; coordinate the resolution of cross-regional environmental pollution disputes; make overall coordination for the ecological environment protection work in key regions, river basins, and sea areas.

4. Bear responsibility for supervising and managing the implementation of the province's emission reduction targets. Organize the formulation and supervise the implementation of the total pollutant discharge control plans for both land and ocean, determine the pollutant carrying capacities of the atmosphere, water, and ocean, etc.; supervise and inspect the completion of pollutant emission reduction tasks in various cities and counties, implement the responsibility system for ecological environment protection goals; organize the formulation and supervise the implementation of the pollutant discharge permit system.

5. Work with relevant departments to carry out the performance evaluation of the Party and government leading groups and leading officials in ecological environment protection.

6. Bear responsibility for putting forward opinions on fixed asset investment in the ecological environment field and the arrangement of provincial financial funds, and cooperate with relevant departments to do a good job in organizing implementation. Participate in guiding and promoting the development of the circular economy and ecological and environmental protection industries.

7. Bear responsibility for the supervision and management of environmental pollution prevention and control. Formulate management systems for the prevention and control of pollution of the atmosphere, water, ocean, soil, noise, light, odor, solid waste, chemicals, motor vehicles, etc., and supervise their implementation; work with relevant departments to supervise and manage the ecological environment protection work of drinking water source areas, organize and guide the comprehensive improvement of urban and rural ecological environments, and supervise and guide the treatment of agricultural non-point source pollution; do a good job in the joint prevention and control of regional air pollution in accordance with the unified national deployment.

8. Guide, coordinate, and supervise the ecological protection and restoration work, and participate in promoting the construction work of the National Ecological Civilization Pilot Zone (Hainan). Organize the compilation of ecological protection plans; supervise the development and utilization activities of natural resources that have an impact on the ecological environment, important ecological environment construction, and ecological restoration work; organize the formulation of ecological environment supervision systems for various nature reserves and supervise law enforcement; supervise the protection of wild animals and plants, wetland ecological environment protection, and desertification control, etc.; guide, coordinate, and supervise rural ecological environment protection; supervise the environmental safety of biotechnology, take the lead in the work on biological species (including genetic resources), and organize and coordinate biodiversity protection work; participate in ecological protection compensation.

9. Bear responsibility for the supervision and management of nuclear and radiation safety. Supervise and manage the safety of radioactive sources, supervise and manage the pollution prevention and control in the application of nuclear technology, electromagnetic radiation, and the development and utilization of associated radioactive mineral resources; take the lead in the relevant work of the nuclear safety coordination mechanism; assist the State in supervising the safety of nuclear facilities and bear responsibility for the safety supervision and management of radioactive waste; participate in nuclear accident emergency response and take the lead in organizing and implementing the emergency response for radiation environment accidents.

10. Bear responsibility for the supervision and management of ecological environment access. Conduct environmental impact assessments on major economic and technical policies, development plans, and major economic development plans in accordance with relevant regulations; examine and approve or review environmental impact assessment documents for key development and construction regions, plans, and projects according to the management authority; formulate and organize the implementation of the ecological environment access list.

11. Bear responsibility for the ecological environment monitoring. Formulate and supervise the implementation of local ecological environment monitoring systems, norms, and standards; work with relevant departments to make unified plans for the setting of ecological environment quality monitoring sites, and organize the implementation of ecological environment quality monitoring, supervision and monitoring of pollution sources, greenhouse gas emission reduction monitoring, and emergency monitoring. Organize investigations, evaluations, prediction, and early warning of the ecological environment quality status; organize the construction and management of the province's ecological environment monitoring network and ecological environment information network, establish and implement the ecological environment quality announcement system, and uniformly release major ecological environment information and ecological environment status bulletins.

12. Bear responsibility for responding to climate change. Organize the formulation of plans and policy measures for responding to climate change and reducing greenhouse gas emissions and coordinate their implementation; cooperate with the State in carrying out relevant work on fulfilling the United Nations Framework Convention on Climate Change; be responsible for the daily work on responding to climate change and carbon emission reduction.

13. Organize the implementation of ecological environment protection supervision. Establish and improve the ecological environment protection supervision system, cooperate with ecological and environmental protection supervision work conducted by the central authorities, organize and coordinate the ecological environment protection supervision work, conduct supervision on the implementation of ecological environment protection decisions and plans by various cities and counties and relevant provincial departments according to authorization, and put forward supervision and accountability suggestions.

14. Organize and carry out ecological environment protection law enforcement inspection activities, formulate comprehensive administrative law enforcement standards and norms for ecological environment protection, conduct law enforcement inspections and training; be responsible for the investigation and handling of provincial law enforcement matters and major illegal cases; guide the construction and business work of comprehensive ecological environment protection law enforcement teams in various cities and counties.

15. Organize, guide, and coordinate the publicity and education work on ecological environment protection, organize the implementation of the publicity and education outline for ecological environment protection, and promote the participation of social organizations and the public in ecological environment protection.

16. Carry out scientific and technological work on the ecological environment, organize scientific research on the ecological environment and the demonstration of technical projects, and promote the construction of the ecological environment technical management system.

17. Carry out international cooperation and exchanges on the ecological environment, organize and coordinate the implementation of relevant international treaties on the ecological environment, and participate in handling foreign-related ecological environment affairs.

18. Complete other tasks assigned by the provincial Party committee, the provincial government, and superior departments.

19.Function transformation. The Department of Ecology and Environment of Hainan Province shall uniformly exercise the supervision and administrative law enforcement responsibilities for various pollution emissions in ecological and urban-rural areas, earnestly fulfill the supervision responsibilities, and fully implement the action plans for preventing and controlling air, water, and soil pollution. Build an ecological environment governance system with the government as the leading force, enterprises as the main body, together with social organizations and the public participation, implement the strictest ecological environment protection system, strictly adhere to the ecological protection red line and the bottom line of environmental quality, resolutely fight the battle against pollution, and ensure the ecological security of the province.
