1. Implement the guiding principles, policies, laws, and regulations of the Party and the State regarding domestic and foreign trade, international economic cooperation, utilization of foreign capital, investment promotion, exhibition industry development, and port management work, as well as the policies and measures of the China (Hainan) Pilot Free Trade Zone and the Hainan Free Trade Port, and carry out the decisions and plans of the provincial Party committee and the provincial government.

2. Research, formulate, and organize the implementation of the development plans, regulations, rules, and policy measures for domestic and foreign trade, international economic cooperation, utilization of foreign capital, investment promotion, headquarters economy development, exhibition industry development, and port management work, put forward relevant opinions and suggestions, and implement the relevant work of Hainan in serving the Belt and Road initiative.

3. Take the lead in exploring a more flexible policy system, supervision mode, and management system for domestic and foreign trade, organize the implementation of trade facilitation reform measures, and coordinate the promotion of the construction of the international single window for trade.

4. Organize the implementation of anti-dumping, countervailing, safeguard measures, and other work related to fair trade in imports and exports.

5. Bear responsibility for headquarters economy development, exhibition industry development, e-commerce development, and investment promotion work.

6. Bear responsibility for coordinating the innovative development of service trade as a whole; bear responsibility for the management of commercial and trade service industries.

7. Guide wholesale market (including the spot bulk product market) planning and urban commercial network planning, and the construction of the commercial system, promote the construction of the rural market system, and organize the implementation of the rural modern circulation network project.

8. Bear responsibility for the market regulation of important consumer goods and the circulation management of important means of production.

9. Guide commercial credit sales and supervise and manage special circulation industries.

10. Bear responsibility for promoting the supply-side reform of the circulation industry, and promoting the construction of circulation standardization and the development of modern circulation methods.

11. Bear responsibility for managing goods import and export trade, promoting trade liberalization and facilitation work, supervising and coordinating the international bidding and tendering work for mechanical and electrical products, and bear responsibility for the export control of dual-use items and technologies.

12. Bear responsibility for the management and services of foreign-invested enterprises, and guide the relevant work of national-level economic and technical development zones.

13. Bear responsibility for foreign economic cooperation and relevant foreign aid.

14. Bear responsibility for comprehensively coordinating port management.

15. Bear responsibility for the application and implementation of various central and provincial commercial development fund projects.

16. Guide the business of the Hainan International Economic Development Bureau.

17. Complete other tasks assigned by the provincial Party committee, the provincial government, and superior departments.

18. Division of Responsibilities

(1)Division of responsibilities with the Hainan Provincial Development and Reform Commission. The Catalogue for the Guidance of Foreign Investment Industries shall be formulated jointly by the Hainan Provincial Development and Reform Commission and other departments such as the Department of Commerce of Hainan Province, and shall be jointly released by the Hainan Provincial Development and Reform Commission and the Department of Commerce of Hainan Province.

(2) Division of responsibilities regarding drug circulation management with the Hainan Provincial Drug Administration. The Department of Commerce of Hainan Province is responsible for formulating the provincial development plans and policies for drug circulation. The Hainan Provincial Drug Administration is responsible for the supervision and management of drug circulation. In drug supervision and management, it shall cooperate in implementing the development plans and policies for drug circulation.

(3) Division of responsibilities regarding exhibition management with the Department of Tourism, Culture, Radio, Television and Sports of Hainan Province. The Department of Commerce of Hainan Province is responsible for formulating and organizing the implementation of the provincial development strategies, plans, policies and standards for the exhibition industry; and is responsible for the overall coordination, promotion and services of the exhibition industry; and undertakes the routine work of the provincial joint meeting on promoting the development of the exhibition industry. The Department of Tourism, Culture, Radio, Television and Sports of Hainan Province is responsible for coordinating with the Department of Commerce of Hainan Province to develop exhibition tourism.

(4) Division of responsibilities with relevant provincial departments directly under the provincial government. The Department of Commerce of Hainan Province is responsible for researching, formulating and organizing the implementation of the provincial development plans, policy measures and rules and regulations for investment promotion; for statistics, evaluation and analysis of the situation of investment promotion; and for taking the lead in planning, organizing and coordinating major provincial investment promotion activities. Each relevant provincial department directly under the provincial government shall conduct industrial investment promotion according to its business functions.
