Main responsibilities:

1. Cooperate with the Department of Natural Resources and Planning of Hainan Province to compile and supervise the implementation of the provincial coastal zone and marine spatial plans. 

2. Organize the drafting of local regulations, draft government regulations, and normative documents related to marine work.

3. Bear responsibility for the construction and operation of the province's marine three-dimensional observation system, collect real-time data on the health status of the marine ecosystem, and formulate marine ecological protection measures.

4. Conduct marine ecological early warning and monitoring, undertake the work of marine disaster monitoring, early warning, prevention, risk assessment, and safety hazard investigation and treatment, and release marine disaster bulletins and marine ecological early warning and monitoring bulletins. Organize the compilation of marine disaster emergency response plans and participate in the emergency response to major marine disasters.

5. Bear responsibility for marine basic geology and comprehensive surveys, participate in promoting the commercial exploration and development of offshore oil and gas, natural gas hydrates, and seabed minerals, and promote the conservation and circular utilization of marine resources, supervise relevant activities and take measures to reduce the negative impact on the marine environment, and protect the marine ecological environment.

6. Conduct international exchanges and cooperation, promote the application and transformation of marine scientific and technological achievements, and enhance the scientific and technological support capacity for marine ecological environment protection as well as the efficiency and effectiveness of marine ecological environment protection.

7. Guide and supervise the comprehensive law enforcement work of marine and fishery, and explore the establishment of new law enforcement methods such as the marine ecological environment damage compensation system.

8. Conduct publicity and education on the laws related to the marine ecological environment.
