The business environment is a "golden ticket" to the success of the Hainan Free Trade Port, said Liu Xiaoming, governor of the Hainan province, in an interview with CGTN.
To enhance this "golden ticket", Hainan has been focusing on market-oriented, law-based and globalized business environment reforms.
Since last year, Hainan has promoted one-stop government services, taking the lead nationally in improving service levels, making them easier for both businesses and residents to navigate processes.
The province has launched a platform for local businesses, offering smart policy matching, dedicated service representatives, intelligent supervision, credit repair and more, all accessible through a single code across the island.
Foreign-funded enterprises also benefit from these services and convenience when they choose to register in Hainan. Liu emphasized that foreign-funded enterprises and domestic businesses are treated equally in the province.
Hainan is committed to creating a business-friendly atmosphere for foreign investors. Recognizing that issues such as internet access and payment convenience are key concerns, Hainan has implemented policies to make it easier for foreign businesses, investors and residents to operate, including more seamless payment systems, according to Liu.
In April, the Hainan provincial department of business environment development issued the Key Measures for Optimizing the Business Environment in Hainan (2025 Edition).
It is designed to address the practical needs of developing the Hainan Free Trade Port while strengthening reform and innovation. The document proposes 166 specific measures across 60 tasks in 10 key areas.
