To implement the Master Plan for the Construction of Hainan Free Trade Port and promote the development of the Hainan Free Trade Port, this catalog was created based on the actual conditions of Hainan province.

This catalog has two parts: encouraged industries from existing national industry catalogs; newly-added encouraged industries unique to the Hainan Free Trade Port.

This catalog applies to enterprises operating within the Hainan Free Trade Port. Foreign-invested enterprises should follow the catalog of Encouraged Industries for Foreign Investment.

Effective from March 1, 2024, this edition replaces the Hainan Free Trade Port Encouraged Industries catalog (2020 Edition). Revisions will be made as necessary to support the development of the Hainan Free Trade Port.
