Zhou Zheng, deputy director and spokesperson of the Department of Finance of Hainan Province, elaborated at the Global South Media Briefing on Nov 24 that Hainan FTP's core tax system features "zero tariffs, low tax rates and a simplified tax system". He explained that after the official launch of island-wide special customs operations, the proportion of zero-tariff goods will surge from 21 percent to 74 percent.
