Cai Qiang, male, Han ethnicity, was born in July 1970. He holds a bachelor’s degree in economics. He is a member of the Communist Party of China (CPC). Currently, he serves as a member of the leading Party members group and secretary-general of the Hainan Provincial People’s Government. He is also secretary of the Party committee of government offices and director of the general office of the Hainan Provincial People’s Government; secretary of the leading Party members group and director of the Department of Finance of Hainan; and deputy director (concurrently) of the Office of the Free Trade Port Working Committee of the CPC Hainan Provincial Committee.

Duties:

He is responsible for the routine operations of the provincial government, overseeing the overall work of the general office of the provincial government, and handling proposals and suggestions.

He supervises the Office of the Hainan Provincial People's Government in Beijing, the province’s Archives Bureau and Local Chronicles Office.
