Bateer, male, Mongolian ethnicity, was born in February 1967. He holds an in-service postgraduate degree and is a member of the Communist Party of China (CPC). He is currently a member of the Standing Committee of the CPC Hainan Provincial Committee, deputy secretary of the leading Party members group and executive vice-governor of the Hainan Provincial People's Government, director of the Office of the CPC Hainan Provincial Committee's Free Trade Port Working Committee, director of the Office of the CPC Hainan Provincial Committee's Military-Civilian Integration Development Committee and also director of the Hainan Provincial People's Government's National Defense Mobilization Office.

Duties:

Bateer is responsible for the routine work of the Hainan Provincial People's Government. His responsibilities encompass the areas, including development and reform, natural resources, planning, ocean affairs, commerce, ports, finance, taxation, transportation, foreign affairs, emergency management, disaster prevention, mitigation and relief, statistics, forestry, price, grain and material reserves.

He assists the governor in supervising the Hainan Provincial Department of Audit.

He is in charge of the General Office of the Hainan Provincial People’s Government, the Hainan Provincial Development and Reform Commission, the Hainan Provincial Department of Natural Resources and Planning, the Hainan Provincial Oceanic Department, the Hainan Provincial Department of Commerce (Hainan Provincial Office of Port Management), the Hainan Provincial Department of Finance, the Hainan Provincial Department of Transport, the Foreign Affairs Office of the Hainan Provincial People’s Government, the Hainan Provincial Department of Emergency Management, the Hainan Provincial Bureau of Statistics, the Hainan Provincial Forestry Bureau (Hainan Tropical Rainforest National Park Administration Bureau), the Research Office of the Hainan Provincial People’s Government, the Hainan Provincial Bureau of Grain and Material Reserves, the Hainan Provincial Bureau of International Economic Development, the Hainan Provincial Bureau of Geological Survey, the Hainan Research Institute of Marine Economic Development and Resources Protection, and Wenchang International Aerospace City Administration.

He also maintains communication with the Hainan Provincial Federation of Industry and Commerce (Hainan Provincial General Chamber of Commerce), the Hainan Provincial Council for the Promotion of International Trade, the Haikou Customs, the Hainan Maritime Safety Administration, the Hainan Provincial Postal Administration, the Hainan Provincial Taxation Bureau, the Hainan Provincial Bureau of Surveying, Mapping and Geoinformation, the Hainan Provincial Meteorological Bureau, the Hainan Provincial Earthquake Administration, the Hainan Provincial Fire and Rescue Corps, the Special Commissioner Office of the Ministry of Commerce in Hainan, the Hainan Regulatory Bureau of the Ministry of Finance, the Hainan Survey Corps of the National Bureau of Statistics, the Guangzhou Bureau of the National Natural Resources Inspectorate, the South China Sea Bureau of the Ministry of Natural Resources, the Guangzhou Office of the Commissioner for Forest Resources Supervision of the National Forestry and Grassland Administration, the South China Energy Regulatory Bureau of the National Energy Administration, the Hainan branch of the Central and Southern Regional Administration of the Civil Aviation Administration of China, the Hainan Safety Supervision Bureau of the Civil Aviation Administration of China, and Hainan Power Grid Co Ltd.
