Hainan's 'buy and pick-up' duty-free sales pass 10.5bn yuan mark

April 1 marks the third anniversary of the implementation of Hainan's offshore duty-free ''buy and pick-up'' and ''guaranteed pick-up'' policies, which have significantly improved shopping convenience for travelers.

According to Haikou Customs, since April 1, 2023, total sales under the ''buy and pick-up'' model reached 10.591 billion yuan (about $1.46 billion), with 11.6961 million items sold to 5.3308 million shoppers.

A traveler surnamed Li from Beijing said the policy exceeded his expectations. ''I thought my tight schedule would leave no time for duty-free shopping, but the 'guaranteed pick-up' option made it possible. The verification process at departure was also very efficient, '' he said.

Supported by multiple pick-up options, the policies have delivered notable results. Duty-free business operators said the new models allow travelers to conveniently purchase both travel essentials and high-end goods, enhancing the overall shopping experience and supporting the integrated development of tourism, culture, sports, and exhibitions in Hainan.

To further extend policy benefits, Hainan introduced its 10th round of adjustments to the offshore duty-free policies on Nov 1, 2025, ahead of the independent customs operations of the Hainan Free Trade Port. The update expands eligibility and scope for the ''buy and pick-up'' model. Residents who have travel records within a given calendar year can now make unlimited purchases under this model within the same year.

''For daily necessities like milk powder and diapers, I can now easily restock at duty-free stores anytime. It really helps reduce living costs, '' said a Haikou resident surnamed Fu.

Haikou Customs said it will continue to address key concerns of businesses and consumers, further unlock the potential of offshore duty-free policies to boost consumption and facilitate economic circulation, and support Hainan’s development as an international tourism and consumption center.
