To help businesses and professionals in the park better understand talent policies in a more convenient and accurate way, the Yazhou Bay Science and Technology City (YZBSTC) Administration Bureau has launched what it calls a "Policy Handbook" column.
It will cover talent policies at the provincial, municipal and district levels — namely Hainan province, Sanya city and the YZBSTC High-tech Zone — and will focus on specific scenarios and key concerns of talents.
Drawing on formats including policy compilations, detailed interpretations and application guides, the online column aims to make policies easy to understand and apply.

Sanya housing monetary subsidy
This is a Sanya municipal housing security policy. Talents introduced to the YZBSTC and their employers that meet the eligibility criteria may apply.
The policy covers talents introduced to Sanya after May 13, 2018. The date of introduction is determined by the first payment of individual income tax or social security insurance made after May 13, 2018.
YZBSTC settlement & employment incentive, capped at 15,000 yuan
Talents introduced to the YZBSTC and their employers that meet the eligibility criteria may apply.
The settlement incentive and employment incentive apply to talents introduced to the YZBSTC on or after Sept 25, 2024, who are no older than 45 years of age. Eligible talents may apply for either the settlement incentive or the employment incentive, but not both simultaneously.
However, within the valid period of the policy, someone who first applies for the employment incentive and subsequently completes household registration may apply once for a lump-sum top-up equal to the difference between the settlement incentive and the employment incentive — calculated at the reward tier applicable at the time of the employment incentive application.
YZBSTC vocational skills upgrading incentive, capped at 5,000 yuan
Talents introduced to the YZBSTC and their employers that meet the following eligibility criteria may apply.
If on or after Jan 17, 2025 and within the valid period of the policy, they obtain for the first time a vocational skills qualification certificate or professional technical title corresponding to the YZBSTC's directory of urgently needed and scarce skilled talents — and have made continuous social insurance contributions for at least seven months.
YZBSTC designated apartment rental discount, capped at 30 percent
Talents introduced to the YZBSTC and their employers that meet the eligibility criteria may apply.
All categories of talents who are employed or starting a business in the YZBSTC and are no older than 45 years of age — and who have no record of property ownership or home purchase in Sanya (calculated on a household basis, including spouse and minor children) — are eligible.
YZBSTC high-level talent incentive, capped at 4 million yuan
Recognized YZBSTC high-level talents whose employers meet the relevant conditions may apply.
Public transit benefits within Sanya
Free rides on all public buses within Sanya
Recognized YZBSTC high-level talents are entitled to this benefit.
