Hainan, with its tropical climate, abundant sunlight, and high temperatures, offers ideal conditions for seed breeding and related industries such as bio-manufacturing.

Over 70 percent of China's new crop varieties are cultivated by the province's Nanfan Scientific and Research Breeding Base, which is dubbed the "Silicon Valley" of China's seed industry.

Hainan has established partnership with numerous universities renowned for their advanced agricultural programs and faculty resources, including China Agricultural University, Nanjing Agricultural University, Hainan University and Henan University. The Hainan Yazhou Bay Seed Laboratory was established in May 2021 to build a scientific and innovative platform for the seed breeding industry.

By developing a complete industry chain covering seed sourcing, breeding and distribution, Hainan aims to contribute to the revitalization of China's seed industry.

The China Seed Congress, held once a year in Hainan, is one of the nation's premier seed industry events, bringing together scientists, entrepreneurs, and experts from around the world to exchange ideas and strengthen collaboration.

Subsidies

Companies are eligible to apply for subsidies equivalent to 15 percent of their excess R&D expenses, calculated after deducting the portion equivalent to 3 percent of their sales revenue. The subsidy amount varies according to different categories and is capped at 10 million yuan ($1.39 million).

Requirements

Applicants must be independent legal entities operating actively in Hainan, with well-established management systems, stable technical and management teams as well as good production and credit records. They should have maintained a clean record without significant environmental, production, safety, or R&D ethics issues within the preceding three years and must not be listed among enterprises with severe legal or credit infractions. Submission of applications is voluntary, subject to rigorous evaluation criteria.
