Dongfang, one of Hainan's three major coastal cities, sits at the heart of China-ASEAN cooperation. It borders the Greater Bay Area, links to the Beibu Gulf Economic Zone, and serves as a key hub in the national coastal city cluster.

Dongfang Lingang Industrial Park, established in 2011 with the approval of the State Council, is one of the key parks in the Hainan Free Trade Port. The park covers a planned area of 29.4 square kilometers, with 7.2 sq km already developed. It is well connected via the Hainan Island Ring Expressway, the Hainan Island High-speed Railway, and the Guangdong-Hainan Railway.

As the main platform for industrial development in Dongfang, the park focuses on three major sectors: petrochemical new materials, marine equipment manufacturing, and low-carbon, eco-friendly industries driven by clean energy. It aims to become a national demonstration zone for green, low-carbon, and circular development, and to build an industrial cluster. The industrial park also serves as Hainan FTP's hub for high-tech industries, petrochemical new materials, marine equipment manufacturing, and offshore wind power.

Advantages

Port and maritime logistics
Home to Dongfang Basuo Port, one of China's top deep-water harbors, the city sits near a key international shipping route and serves as a vital hub along the South China Sea transportation corridor. It is also one of the closest ports in China to ASEAN countries such as Vietnam.

Abundant oil and gas resources
The industrial park is home to China's third-largest natural gas field. The Dongfang 1-1 gas field, part of the Dongfang gas field cluster, represents the country's first smart offshore gas field development and serves as Hainan's primary source of both residential and industrial natural gas supply.

Industry Focus

New petrochemical materials
Leveraging carbon dioxide-rich natural gas from the South China Sea, the park focuses on producing methanol, acetic acid, olefins, Butanediol(BDO), synthetic ammonia, and expanding into downstream industrial chains. It also utilizes offshore oil resources to develop fine chemicals and boost the output of high-value olefins, extending further into advanced polymer materials. Efforts include advancing acrylonitrile projects into downstream products such as Acrylonitrile Butadiene Styrene (ABS), carbon fiber, and Polymethyl Methacrylate (PMMA), and enhancing the polycarbonate (PC) industry chain by developing PC-ABS and PC-PMMA composites.

Marine equipment manufacturing
The park is developing an offshore wind power equipment industry covering the full chain - from wind turbine components and complete machine manufacturing to wind farm operation and maintenance. It also focuses on related sectors such as wind turbine towers and submarine cables, aiming to build a high-end offshore wind power equipment cluster. Plans are underway to establish a research, testing, and industrialization base for advanced marine equipment, as well as research and development and manufacturing hubs for marine engineering products like recreational fishing vessels, smart cruise ships, and deep-sea aquaculture cages. Further development includes port machinery, shipbuilding, and offshore drilling platform projects.

Low-carbon and eco-friendly industries centered on clean energy
The park fully leverages Dongfang city's rich offshore wind resources to accelerate the development of clean energy industries such as offshore wind power and solar energy. It is actively promoting integrated models like "offshore wind + hydrogen production", "offshore wind + new energy storage", and "offshore wind + deep-sea aquaculture". It also plans to develop the downstream hydrogen energy industry chain and expand into other high value-added low-carbon sectors.

Infrastructure

Basuo Port currently maintains direct shipping routes with over 30 domestic ports and more than 20 international ports across various countries and regions. It has two cargo handling zones, featuring terminals for bulk and general cargo, hazardous chemicals, and containers. In the coming years, the port is expected to adopt a "one port, three zones" layout, with plans for a total of 49 berths.

A road network of three north-south and nine east-west park roads has been completed. The park also features an industrial water supply plant with a daily capacity of 100,000 metric tons and an industrial wastewater treatment plant that processes 25,000 tons per day.

The park has four Huaneng thermal power plants, each with a capacity of 350,000 kilowatts, and a 150,000-kilowatt wind power plant, providing centralized steam and heating supply within the park.
