Hainan Lingshui Li'an International Education Innovation Pilot Zone, jointly established by China's Ministry of Education and Hainan Province, is a key part of the Hainan Free Trade Port and a major platform for building the "Hainan International Education Innovation Island". Officially launched on June 3, 2020, the zone covers an area of 12.7 square kilometers on Li'an Peninsula near Sanya.

Its core mission is to open education to the world, aligning with Hainan FTP's goals and national strategies. The zone focuses on developing distinctive, internationally oriented academic programs and attracting high-quality domestic and international educational resources. It aims to become a benchmark for education openness in China, a testing ground for education reform, and a hub for Sino-foreign education exchange and international education consumption.

The pilot zone's rich natural environment includes mountains, sea, lakes, rivers, forests, bays, and islands, supporting a phased development: Phase I emphasizes international education functions, while Phase II focuses on integrating education, science, industry, and urban development.

The pilot zone adopts an innovative "Shared Campus + Specialized Colleges" model, creating an integrated higher education ecosystem where multiple institutions share infrastructure like labs, libraries, sports venues, and dormitories. It encourages cross-cultural and interdisciplinary integration through shared curricula, credit recognition, and collaborative governance. Students benefit from flexible enrollment, with access to courses across institutions, diverse learning environments, and opportunities to pursue multiple degrees.

The pilot zone focuses on attracting top-tier international universities and vocational institutions in science, engineering, agriculture, and medicine, through both independent foreign-run schools and Sino-foreign joint programs. Priority is given to institutions ranked in the global top 50 overall, or top 10 in specific disciplines, or with disciplines ranked in the top 0.1 percent globally by ESI. On the domestic side, the zone seeks to partner with universities included in China's "Double First-Class" initiative, which aims to ultimately build a number of world class universities and disciplines by the end of 2050, particularly those ranked in the national top 10 or with disciplines rated A+ or A in the latest national assessment.

The zone targets industries in education innovation, cultural tourism and sports, and the digital economy. Key areas include education consulting and evaluation, international education services, study tours and training, as well as integrated education-industry ventures in culture, tourism, and sports. It also welcomes digital-powered sectors such as educational technologies and digital creative industries.

Leveraging Lingshui's coastal setting, advanced digital infrastructure, and the international research platform of Education Island, the zone is developing an industry cluster focused on smart design and innovation — integrating technologies such as 5G, big data, cloud computing, AI, and IoT. It also promotes a vibrant environment for startups and research, supported by high-quality shared public services and flexible housing options. Together, these elements lay the foundation for a livable, innovation-driven community and support its vision of becoming a global hub for educational innovation.

By June, the pilot zone had attracted 26 leading domestic and international universities and launched nine approved Sino-foreign joint programs. Students have won 24 international, 94 national, and 325 provincial or ministerial awards, driving cross-border, cross-institutional, and interdisciplinary collaboration. The introduction of Bielefeld University of Applied Sciences (Hainan) also marks progress in exploring independent operations by foreign institutions.
