Haikou National High-Tech Industrial Development Zone, established with State Council approval in 1991, is one of China's earliest national high-tech zones and the only one in the Hainan Free Trade Port.

With a planned area of 49.3 square kilometers, it follows a "one zone, seven parks" model, including Mei'an Ecological Science and Technology New City, Pharmaceutical Valley, Shiziling Industrial Park, Haima Industrial Park, Yunlong Industrial Park, Mission Hills Tourism Park, and the West Coast Headquarters Economic Zone. All parks are within a 30-minute drive of major political, business, cultural, and transportation centers.

The zone has been designated as a National Intellectual Property Demonstration Park, a National Demonstration Base for Mass Entrepreneurship and Innovation, a National Demonstration Base for Entrepreneurship and Innovation of Small and Micro Enterprises, and a National Public Service Demonstration Platform for small-and medium-sized enterprises (SMEs).

It is the only key park in the Hainan FTP that integrates all three pillar industries: tourism, modern services, and high-tech industries. The high-tech sector focuses on a "3+X" model - the "3" being biopharmaceuticals and medical devices, high-end food processing, and energy-saving and environmental protection industries, while "X" refers to other advanced manufacturing sectors. The tourism sector highlights formats such as tourism + film and performance, duty-free shopping, business leisure, and cultural and sports activities. The modern services sector emphasizes modern logistics, scientific R&D, financial services, and high-end professional services.

The zone is accelerating the development of key regional cooperation platforms. The Guangdong-Hainan Advanced Manufacturing Cooperation Industrial Park, with a planned area of nearly 17 square kilometers, broke ground in January 2024. As of February, it has attracted 330 enterprises and launched 47 industrial projects. A joint biopharmaceutical R&D center has also been established to deepen collaboration with regions such as the Yangtze River Economic Belt and the Yangtze River Delta.

Preferential Policies

A series of industrial support policies have been issued by provincial, municipal, and high-tech zone authorities. These policies cover the pharmaceutical industry, biodegradable industry, financial industry, headquarters economy, as well as technology innovation, talent development, and housing.

Haikou National High-Tech Industrial Development Zone collaborates with Boao Lecheng International Medical Tourism Pilot Zone to leverage its policies and drive growth in the biotech and pharmaceutical industry.

Haikou National High-Tech Industrial Development Zone, Hainan Medical Products Administration, and Haikou Customs coordinate to streamline customs clearance for biological products through system innovations.

Haikou National High-Tech Industrial Development Zone, in partnership with the Hainan Medical Products Administration, has established a pharmaceutical innovation service station to provide professional consulting services to pharmaceutical companies.

Industry Focus

Mei'an Ecological Science and Technology New City focuses on pharmaceutical and medical device industries, with key development areas including drug production, R&D and certification, medical device manufacturing and R&D, pharmaceutical-related emerging industries, advanced manufacturing (including automotive), and modern logistics.

Pharmaceutical Valley focuses on biopharmaceuticals, health products, and traditional Li medicines, emphasizing production and R&D.

Shiziling Industrial Park focuses on food processing and new materials, with key areas including high-end food processing, new energy technologies, electrical equipment, electronics, and light packaging industries.

Yunlong Industrial Park is driven by advanced manufacturing, focusing on biodegradable materials and energy-saving and environmental protection technologies.

Mission Hills Tourism Park focuses on sports and leisure tourism, with key areas including sporting events like golf and football, film and entertainment, duty-free shopping, business leisure, and cultural activities.
