Haikou Integrated Free Trade Zone is Hainan's first of its kind and serves as a key platform and incubator for piloting Free Trade Port policies. Located just 2 kilometers from the national first-class Macun Port, it leverages the combined advantages of a special customs supervision zone and the FTP.

The zone focuses on duty-free goods, international trade, modern logistics, and advanced manufacturing, aiming to become a hub for a "comprehensive bonded + advanced manufacturing" industries. It serves as a regional hub for international logistics, duty-free warehousing and distribution, and cross-border trade.

The zone has attracted a growing number of high-quality advanced manufacturing enterprises, fostered the clustered development of high-value food processing, and seen steady growth in bonded and temporary import maintenance projects — fully tapping into the FTP's policy benefits.

The zone continues to optimize end-to-end services, assisting enterprises with AEO certification applications, qualification filings, and other customs-related procedures, while actively attracting high-quality advanced manufacturing firms, promoting the clustering of high-value food processing, and advancing bonded and temporary import maintenance projects to fully leverage FTP policies.

Preferential Policies

The zone implements an import-export management system featuring "free flow" at the first line — allowing goods to move freely between Hainan FTP and overseas markets with customs supervision and zero tariffs to promote international trade, and "strict control" at the second line — regulating goods entering the China's mainland from Hainan under standard import rules to protect market stability.

For encouraged industry enterprises, goods produced either without imported materials or with imported materials that undergo over 30 percent (inclusive) value-added processing within the Hainan FTP are exempt from import duties when entering the China's mainland through the "second line". Import VAT and consumption taxes are levied according to regulations.

Haikou Integrated Free Trade Zone serves as the designated port for the Kimberley Process (rough diamond imports), a national comprehensive pilot zone for cross-border e-commerce, and the only customs port in Hainan authorized for the import of fully assembled vehicles.

Infrastructure

The park offers comprehensive living facilities, including staff canteens and dormitories. It features a cross-border e-commerce industrial park, bonded warehouses for duty-free goods, standard workshops for diamond and jewelry processing, and an intelligent manufacturing center, with bonded warehouse space exceeding 500,000 square meters.

Key government agencies such as customs, taxation, market supervision, and public security are located in the park, enabling businesses to complete all necessary procedures without leaving the zone.
