The Jinpai Port Development Zone, located in the northeast of Lingao county, Hainan province, is a key industrial hub in western Hainan. Strategically positioned between the Haikou and Yangpu bonded zones, the park enjoys a prime geographic location.

Bordering the Qiongzhou Strait, the zone has excellent port access  just 60 to 70 minutes by road from both Haikou New Port and Yangpu Port. It is also 26 nautical miles from Zhanjiang Liusha Port and 96 nautical miles from Beihai Port. The zone is well connected by road, located only 10 minutes away from the Jinpai Interchange on the Hainan Ring Expressway. Within the park, Jinlan Dadao, a four-lane dual carriageway ensures smooth internal traffic flow.

Industry Focus

New Construction
Centering on prefabricated, green, low-carbon, tropical, and smart buildings, along with new construction materials across the entire industrial chain.

Marine Equipment Production
Covering the manufacturing of boats, yachts, cruise ships, offshore engineering equipment, and marine tourism support industries.

Grain and Cooking Oil Processing & Logistics
Involving the storage, processing, and trading of grain and cooking oil, as well as healthy food production.

Preferential Policies

To enhance the prefabricated building industry layout, the provincial government designated Jinpai Port Development Zone in 2020 as the central hub for expanding production capacity of prefabricated building components. The park is planned as a full-chain cluster covering research and development, design, manufacturing, construction, trading, and maintenance.

The zone is also supported as an international hub for high-end yacht manufacturing, aiming to establish a new benchmark for yacht production in Hainan.

The government supports key parks, such as the Jinpai Port Development Zone, as platforms to attract leading yacht assembly companies and foster clusters of high-value, energy-efficient upstream and downstream supporting enterprises.

Advantages

The zone is planned with a total quay length of 4,775 meters, divided into east and west port areas, and will feature 18 berths ranging from 3,000 to 70,000 metric tons.

It is well-equipped with public infrastructure such as wharfs, standard workshops, inspection platforms, and warehouses.

The government plans to invest over 20 billion yuan ($2.81 billion) to upgrade infrastructure and public services in the park. Key projects include new municipal roads, road expansion, sewage treatment plants, waste transfer stations, and future community developments many of which are already underway.

The development zone launched an agency service center that handles 56 administrative approvals and filings on behalf of companies from project initiation to completion maximizing efficiency and minimizing costs for enterprises.

The Jinpai Port Development Zone will further integrate port, industry, and urban development, using the port as its core to build a full "manufacturing-transportation-trade" ecosystem. It aims to become a coastal economic demonstration zone for Southeast Asia and a logistics hub for northwest Hainan. By focusing on prefabricated building exports and expanding international bulk logistics, it will establish itself as a leading prefabricated construction base and a key center for international trade and cooperation in the region.
