Located on Haikou's scenic east coast, Jiangdong New Area covers 298 square kilometers and combines a prime location, outstanding ecological resources and boasts strong potential. It consists of an eastern ecological zone and a western zone integrating industry with urban living, forming a balanced landscape of wetlands, villages, and compact city clusters.

Haikou Jiangdong New Area is a flagship zone for showcasing the Hainan Free Trade Port, a pilot area for advancing national reform and opening-up, a demonstration site for ecological civilization, an experience zone for international tourism and consumption, a key platform for implementing major national strategies, and a leading cluster for modern service industries.

Positioning (4+X Model)

1. Aviation industry
Covering air transportation, business jet, logistics and warehousing, financial leasing, international trade, aircraft maintenance, aviation manufacturing, and bonded fuel services.

2. New finance
Including banking, securities, insurance and reinsurance, factor markets, cross-border finance, trade finance, consumer finance, wealth management, investment funds, and financial technologies.

3. Premium consumer goods
Focusing on the processing of high-end consumer goods such as perfume, gourmet food, and jewelry.

4. Digital economy
Focusing on digital technology enterprises in areas such as blockchain, cloud computing, virtual reality, 5G applications, and artificial intelligence, along with smart demonstration projects like intelligent transportation and key sectors including data security, and digital trade.

5. Export-oriented services
Emphasizing export-oriented service industries such as bulk commodity trade, offshore trade, cross-border services, cross-border e-commerce and processing trade.

Preferential Policies

1. Headquarters enterprise recognition rewards
Enterprises formally recognized as headquarters-type entities are entitled to a one-time establishment grant, subsidies for office acquisition and leasing, and preferential housing purchase eligibility for employees recruited by the headquarters.

2. Targeted support for offshore trade
A tiered incentive scheme rewards enterprises based on their completed offshore trade volume, with additional contribution bonuses for those exceeding higher thresholds.

3. Specialized support for modern financial sector
Incentives are extended to financial holding companies, commercial banking franchises, corporate financial institutions, cross-border asset management firms, trade finance providers, and other licensed financial entities, including settlement subsidies and paid-in capital rewards.

4. Preferential policies for the airfreight economy
Exemptions from import tariffs, VAT, and consumption tax apply to self-used equipment, operational vehicles, and production of raw materials. The policy also encourages the development of international cargo routes, general aviation flights, import-export air transport services, and international aviation maintenance, supported by corresponding incentives.

5. Specialized incentives for professional services
Landing incentives target sectors such as offshore trade, international legal and design services, accounting, auditing, taxation, consulting, advertising, human resources, conference and exhibition management, organizational services, engineering and design, scientific research and technological services, quality inspection, and specialized design services.

Infrastructure

Housing security
Jiangdong New Area provides high-standard, international housing for FTP talent. Established communities like Wanhua and Yanlord are already in place, with premium apartments under construction in the CBD. Projects such as Wutongli and Jinyu Shijia further strengthen residential support in the area.

Education
Jiangdong New Area offers abundant international educational resources, including Harrow School Haikou, Jiangdong Maple Leaf International School, Haikou School Affiliated to Beijing Normal University, and Jiangdong Huandao Experimental School.

Healthcare
Key public tertiary hospitals, including Jiangdong Branch of the First Affiliated Hospital of Hainan Medical University, Hainan Traditional Medicine Hospital, and Haikou Hospital of the Maternal and Child Health, have been established in Jiangdong New Area. Five additional general hospitals are planned, aiming to build a 15-minute basic healthcare service circle across the district.
