Main responsibilities:

1. Bear responsibility for overall market supervision and regulation. Formulate and implement development plans and policy measures for market regulation, draft relevant laws and regulations, propose recommendations to promote reform in market regulation, standardize and maintain market order, and accelerate the establishment of a law-based, international, facilitated business environment and a fair, open, unified, and efficient market environment. 

2. Organize and implement the strategies for strengthening the province through quality, food safety, and standardization.

3. Be responsible for the unified registration of market entities. Organize and implement registration and regulatory oversight of all types of enterprises, farmers’ cooperatives, business entities, sole proprietorships, and resident representative offices of foreign (regional) enterprises. Establish mechanisms for the disclosure and sharing of market entity information in accordance with the law, enhance credit supervision, and promote the construction of a market entity credit system.

4. Organize and guide comprehensive market regulatory enforcement. Guide the integration and development of city and county-level enforcement teams, promote unified market regulation, investigate and handle major, cross-regional, and higher-level assigned cases, and standardize administrative enforcement practices.

5. Undertake unified anti-monopoly law enforcement. Coordinate the implementation of competition policies, organize the fair competition review system, and lawfully conduct anti-monopoly enforcement, including reviewing the concentration of business operators.

6. Supervise and manage market order. Oversee market transactions, online product sales, and related services. Organize and guide investigations into pricing violations, unfair competition, illegal direct selling, pyramid schemes, intellectual property infringement, and counterfeit goods. Guide the development of the advertising industry, supervise advertising activities, and crack down on unlicensed production and operations. Guide the Hainan Provincial Consumers’ Association in consumer rights protection.

7. Bear responsibility for macro-level quality management. Develop and implement quality development systems and measures. Coordinate services and applications related to quality infrastructure. Work with relevant departments to supervise equipment quality in major engineering projects. Investigate major product quality incidents and implement the defective product recall system. Supervise anti-counterfeiting measures for products.

8. Supervise and manage product quality and safety. Conduct risk monitoring and spot checks on product safety. Establish and implement quality grading and traceability systems. Oversee industrial product production licensing.

9. Supervise and manage the safety of special equipment. Oversee safety inspections and supervision of special equipment, including energy efficiency standards for high-energy-consuming equipment and environmental standards for boilers.

10. Coordinate comprehensive food safety supervision. Assess the food safety supervision responsibilities of city, county governments and relevant provincial departments. Build the food safety emergency system and coordinate major incident responses and investigations. Establish a direct reporting system for key food safety information.

11. Oversee food quality and safety. Establish a supervision and inspection system and a hidden-danger investigation and treatment mechanism that cover the entire process of food production, circulation, and consumption, and organize their implementation. Prevent regional and systemic food safety risks. Promote mechanisms for producers and operators to fulfill their primary responsibility. Improve the food safety traceability system. Conduct food safety inspections, risk monitoring, investigations, early warnings, and risk communication. Handle administrative licensing of food quality and safety in accordance with regulatory authority.

12. Administer the salt industry. Manage the exclusive sale of edible salt and implement designated production and wholesale systems. Supervise the quality and safety of salt production and sales.

13. Manage the metrology work. Enforce legal measurement units and national metrology systems. Manage measuring instruments, value transmission, and comparison. Supervise metrology technical institutions. Standardize and supervise the quantity of commodities and market metrological behaviors.

14. Oversee standardization work. Develop a standards system to support economic and social development and formulate provincial-level local standards. Guide and supervise city-level and group standards development. Promote pilot programs and implementation of standards. Organize participation in domestic and international standardization activities. Implement the system of self-declaration and public disclosure of enterprise standards and the supervision system.

15. Supervise certification, accreditation, and inspection and testing. Implement relevant systems for certification, accreditation, conformity assessment, and inspection and testing. Guide the development of the certification and inspection and testing industries. Promote reform and integration of inspection and testing resources, standardize the inspection and testing market, and improve the inspection and testing system.

16. Oversee the market regulation-related science and technology, informatization, media and public communication, and international cooperation. Undertake technical trade measure-related tasks as required.

17. Manage the Hainan Provincial Medical Products Administration.

18. Carry out other tasks assigned by the provincial Party committee, the provincial government, and higher-level authorities.
