To the people's governments of all cities, counties and autonomous counties, all departments and institutions under the provincial government:

The Key Twenty Measures of Hainan Province for Business Facilitation and Enterprise Support, adopted at the 89th executive meeting of the eighth provincial government, are hereby issued. You are required to implement the Measures based on your specific circumstances.

Key Twenty Measures of Hainan Province for Business Facilitation and Enterprise Support

Enterprises' high-quality development serves as the micro foundation for China's overall economic development. The business environment is the soil in which enterprises survive and thrive. In a move to foster a market-oriented, world-class business environment governed by a sound legal framework, to advance the high-standard development of the Hainan Free Trade Port, to actively establish an efficient, facilitated and integrated enterprise service system, to foster a reassuring, reliable, and comfortable environment for production and business operation, and to promote enterprises' high-quality development in the Hainan FTP, the following measures are proposed in accordance with relevant laws, regulations and policies:

1. Fulfill responsibilities to promote enterprises' high-quality development

All cities, counties, and departments are required to make it an important responsibility to support for enterprises' high-quality development, place it on top of their work agendas.

They should focus on modern industrial systems that are characteristic and advantageous to Hainan, improve foundational institutional framework, take coordinated steps to achieve both qualitative improvements and reasonable quantitative growth of the economy, strengthen supporting systems of industrial and supply chains, promote technological innovation and the transformation of scientific and technological research achievements into applications, effectively resolve issues hindering enterprises' development, and continuously reduce overall business operation costs.

2. Facilitate regular-based channels for government-enterprise communications and consultations

Leading officials of all cities, counties, and departments and members of the leadership groups are required, in line with their responsibilities and actual circumstances, to regularly organize communication and exchange activities through platforms such as the "blue ocean" business environment dialogue, foreign enterprises roundtable meetings, and private enterprises symposium Laobacha (old dad tea) to promptly listen to, respond to, and resolve various reasonable concerns from enterprises during their high-quality development process.

The leaders of all cities, counties, and departments should proactively engage with typical and representative enterprises in their regions and industries, dynamically learn about the production and operational status of relevant enterprises and industries, and study and resolve common and key issues faced by enterprises in those areas and industries.

Departments responsible for the business environment development should deepen communications and collaboration with the federations of industry and commerce to promote the high-quality development of the private economy.

All cities, counties, and departments should actively establish mechanisms for regular communications with relevant industry associations and chambers of commerce, and continuously improve the business environment experience-officer system.

3. Optimize "Government-Enterprise Appointment" services

Continue to refine the tiered and categorized "Government-Enterprise Appointment" service mechanism. All cities, counties and departments should actively rely on appointment channels such as the 12345 hotline and the provincial enterprise integrated service platform (hereinafter referred to as enterprise code).

Upon receiving an appointment request, relevant person in charge should, in principle, make arrangement for a meeting with the enterprise representatives within seven working days. In special circumstances, with the approval of the main responsible leader, a designated representative should meet with the enterprise representatives within seven working days to listen to their opinions and suggestions and facilitate the resolution of their problems.

4. Establish and implement the enterprise service specialist system

All cities, counties, and departments should, based on their responsibilities and the actual needs of enterprises, establish an enterprise service specialist system. This involves designating service specialists to maintain regular contact with enterprises, dynamically learning about policy implementation, labor, financing, and other operational conditions.
  
They should listen to the opinions and suggestions of enterprises, address difficulties encountered in the development of enterprises, promote and interpret Hainan FTP policies, and offer guidance for the implementation of the policies.

Provincial industry authorities should create a list of enterprises to be serviced, based on such factors as their industry types, investment and operational scale, and number of employees.

All cities, counties, and key industrial parks (hereinafter referred to as industrial parks) should establish a list of enterprises to be serviced in their regions or industrial parks. The Hainan Provincial Department of Business Environment Development should coordinate with relevant provincial industry authorities to compile, based on the principles of proximity of responsibility, efficient service and avoidance of duplication, a list of enterprises to be serviced by enterprise service specialists, and match these enterprises through the enterprise code.

5. Develop a coordinated service mechanism for project attraction, implementation and operation

The province's development and reform commission, department of commerce, administration for market regulation, and department of business environment development should collaborate with relevant provincial departments, cities, counties, and industrial parks to strengthen coordination and establish an integrated service mechanism covering the entire lifecycle of a project, from project attraction, implementation, to operation.

Actively advance the construction of the "provincial investment project management monitoring platform", accelerate the integration of data for investment projects, investment promotion projects, and natural resources to achieve the goal of data sharing, and enhance the integrated cross-level, cross-field, and cross-industry project services.

Designate service specialists for investment promotion projects, and in line with the actual needs of enterprises, and make tailored preliminary work plans, flowcharts, and personalized service plans for enterprise projects.

Accelerate the establishment of an interaction mechanism between investment promotion and business support, where, after a project is implemented, the investment promotion team should collaborate with enterprise service specialists to provide services.

6. Implement a "first-inquiry accountability system" for enterprise (project) service specialists

Service specialists should respond swiftly to the inquiries and concerns raised by enterprises, establish a log, and take full responsibility for answering, following up, and finding a solution.

They should proactively coordinate with relevant departments and cities and counties until the issue is substantively resolved. The leading officials of relevant cities, counties, and departments should support the service specialists in coordinating and addressing enterprises' (projects') concerns, and in studying key and difficult issues and finding a solution.

7. Develop a mechanism for proactively identifying, analyzing and resolving problems

Provincial departments should enhance collaboration and coordination, strengthen data sharing, and conduct dynamic monitoring and analysis of enterprises' production and operation status.

This includes ensuring supply of factors of production, synergy of industrial and supply chains, implementation of policies, enforcement of regulations and systems, and protection of the legitimate rights and interests of enterprises.

For common issues, such as foundational conflicts, institutional barriers, and prominent problems affecting high-quality development of enterprises within the industries or regions, all cities, counties, and departments should improve relevant institutional framework and policy measures to solve these problems.

For specific issues affecting development of a specific enterprise, service specialists should get involved early, learn about the actual situation of the enterprise, and provide targeted services.

8. Strengthen the interpretation and implementation of Hainan Free Trade Port policies

Provincial departments should establish a differentiated interpretation mechanism for Free Trade Port policies based on the "45432" modern industrial system and policy types.

This includes appointing policy interpretation specialists to provide enterprises with comprehensive, accurate, scientific, and timely interpretations of the FTP policies. The province' Department of Business Environment Development should compile and publicly disclose the contact information of these specialists to offer consultation services.

Set up a regularized mechanism for the efficient implementation of Free Trade Port policies, termed "one-stop government services," and incorporate all relevant policies of the free trade port into the "one-stop government services" under the principle of "all that should be included, must be included".

For issues related to the implementation of the free trade port policies, when cities, counties, and industrial parks submit clear requests for opinions to relevant provincial departments, the provincial departments should, in principle, make a reply within 10 working days. If the situation is complex and requires further research and analysis to have a conclusion, they should inform the requesting party in a timely manner.

9. Enhance the service quality and efficiency of the general customer service 12345 hotline

Continuously enhance the service capabilities of the 12345 hotline, and leverage its role as the general customer service for providing consultations and services to enterprises and the public.

Establish a dedicated Hainan Free Trade Port policy consultation and interpretation line within the 12345 hotline, and create a standardized, regulated, Q&A-style "policy interpretation knowledge database" to guide policy implementation.

Innovate and refine a three-party call mechanism for Hainan Free Trade Port policy consultations to improve efficiency of policy consultation and interpretation. Explore AI-driven intelligent search in accordance with the law to provide precisely matched search and consultation services.

Utilize the 12345 hotline to establish and improve a mechanism for handling complaints and reports of violations against the legitimate rights and interests of enterprises, and protect the legitimate rights and interests of private economic organizations and their operators in accordance with the law.

10. Enhancing smart delivery of business support policies

Through the "Hai Yi Dui" platform, all business support policies issued at the national, provincial, and city (county) levels are consolidated in one place. By improving the coordinated management of these policies across all levels and categories, the government is rolling out new service models that eliminate the need for businesses to submit applications — in some cases allowing them to receive benefits automatically, and in others allowing them to apply and receive support almost immediately.

The scope of policies available under the automatic benefit model is being expanded, and the related processes are being streamlined, so that businesses can access government support without filing any paperwork, making any in-person visits, or waiting extended periods for disbursements. The goal is to shift from a system where businesses have to go looking for applicable policies, to one where the right policies are proactively matched and delivered to each business — making it significantly easier for companies to access the support they are entitled to.

11. Strengthening compliance guidance services for businesses

Local governments at the city and county levels, as well as relevant provincial departments, are required to actively respond to cases where businesses seek guidance on issues regarding corporate compliance — whether in their day-to-day operations, new investments, expansion projects, policy implementation, or market development. They should strengthen communications and coordination across agencies, and work towards a service model where dedicated compliance guidance is available for specific industries as a whole ("one industry") or for individual projects ("one project") to help businesses identify, assess, prevent, and address potential legal and regulatory risks in the course of production and operations.

City and county-level governments and relevant departments that have the capacity to do so are encouraged to explore developing a structured "Compliance Guidance Service List" for key industries and sectors, laying out what guidance is available and how businesses can access it.
When relevant authorities detect signs of compliance risks through monitoring activities or direct communications with businesses, they should — while strictly adhering to the safety baseline — guide businesses to operate in compliance through risk warnings, educational reminders, or advisory consultations.

12. Establishing diversified coordination mechanisms for resolving
business environment issues

All problems, complaints, concerns, and suggestions submitted by businesses through various channels are to be collected and consolidated in a platform, where a structured database of outstanding issues will be built — covering historical issues related to enterprises, challenges and bottlenecks in daily business operations, and foundational, strategic, and systemic major issues that hinder high-quality development of enterprises. Each issue in the database will go through a full management cycle: It will be carefully reviewed and assigned to the appropriate authority, investigated and acted upon, tracked to ensure follow-through, and closed out only after feedback has been gathered — with progress on resolving industry and business concerns updated on a rolling basis.

City and county-level governments, relevant departments, and industrial parks are required to take responsibility of investigating and resolving business environment issues within their respective jurisdictions, and to maintain a dynamic record of such issues and their resolution status.

Implementing a mechanism of direct response and resolution by key leaders, where the principal leaders of the cities, counties, departments, and industrial parks are to take the lead in substantively resolving key issues related to the high-quality development of investment projects and industry enterprises.

13. Establishing a fast-track consultation mechanism for urgent business issues

When a business encounters a serious and time-sensitive problem during its operations, it can flag the issue as an urgent request for a government consultation session through channels including dedicated enterprise service specialists, the 12345 government hotline, or the "Enterprise Code" platform — and direct this request to the relevant provincial industry authority or city and county government.

Once received, the responsible officials are required to assess the situation, and if they determine that a consultation is warranted, they should, in principle, convene one within three working days — either leading it themselves or delegating it to other officials — to hear the business out and work towards a concrete resolution.

For urgent requests that span across departments, sectors, or levels and where the responsibilities of the relevant cities, counties, or provincial departments are unclear, the business environment development departments should organize consultations based on the enterprises' requests to facilitate resolution. If the head of the business environment authority deems it necessary after assessment, consultations should, in principle, be convened within three working days, and to take effective measures and substantively address the urgent requests of enterprises.

In particularly time-critical situations, the relevant city and county governments and departments must respond immediately — without waiting for the standard review process — to hear the business's concerns, discuss the situation, and work to resolve it as quickly as possible.

14. Reducing overall costs of business operations

Efforts should be made to improve the business environment for key industries and enterprises, with strengthened services put in place alongside a dedicated initiative to help businesses cut costs and improve efficiency. The focus will be on bringing down the costs associated with such production factors as land use, electricity, gas, logistics, and financing.

Measures will also be developed to regulate and standardize intermediary services to reduce their costs. Efforts will be made to regulate enterprise-related fees in accordance with the law, conduct regular special inspections of these fees, and check and regulate excessive charges imposed on enterprises.

Expand the application of specialized credit reports to replace the need for proof of no legal or regulatory violations. City and county governments and relevant departments are required to take concrete steps to support the healthy development of individual businesses and small and micro-sized enterprises, and to fully implement applicable tax reductions and fee waiver policies in accordance with the law.

15. Strictly regulate enterprise-related administrative law enforcement and supervision in accordance with the law

All administrative law enforcement activities must be carried out in a strict, standardized, fair, and proper manner. Inspections targeting businesses should be rigorously standardized, and arbitrary or excessive inspections must be firmly curtailed to ease the burden on businesses. A catalog-based system will be introduced to clearly define what may be subject to regulatory inspection — and as a rule, businesses will not be inspected on matters that fall outside this defined list.

A tiered and categorized regulatory approach based on credit ratings will be put into practice. Provincial industry authorities should actively refine the list of items for credit monitoring within their sectors and to conduct credit assessments of businesses on a regular basis.

Businesses with strong credit standing will benefit from lighter-touch oversight — lower rates of random inspections, less frequent checks, and a greater reliance on remote or off-site inspection methods rather than in-person visits.

Efforts will also be made to better coordinate inspections within local areas and sectors under the "one combined inspection" principle — where multiple inspection tasks from within the same department, across different departments, or across different levels of government can be merged or conducted jointly, they should be, rather than carried out as separate visits.

A "scan-code inspection" system will be rolled out across the board, requiring inspectors to proactively display a scannable verification code to businesses at the start of any inspection, allowing businesses to verify the inspectors' credentials and oversight authority.

Inspections must not disrupt a business's normal operations or infringe upon the lawful rights and interests of the business or its employees. Four standardized lists governing enforcement discretion — covering situations where administrative penalties should not be imposed, where penalties should be reduced, where lighter penalties are appropriate, and where compulsory administrative measures should not be applied — will be reviewed, refined, and strictly followed. The overall approach to regulation should lean toward tolerance and restraint, with a preference for guidance-based and non-punitive methods wherever appropriate.

16. Reducing redundant government research visits to businesses

When city and county governments or relevant departments conduct an on-site research visit to a business, or invite a business to attend a meeting, they are in principle required to make a booking through the "Business Activity Coordination and Monitoring System" at least three working days in advance. In urgent situations where advance booking is not possible, the relevant authority must notify and communicate with the business beforehand, and record the visit in the system.

Information gathered during such visits — including details about the business' operations, the issues it has raised, and any suggestions or feedback it has provided — should be shared through the same system, subject to appropriate protection for the business' commercial secrets. If the purpose of a planned research visit can already be met through accessing information that has been shared by others in the system, the visit must not go ahead.

17. Strengthening IT application in enterprise service system

Institutional reform and digital empowerment should be promoted in tandem with reinforcing each other. A key priority is connecting the Enterprise Code with other business-related digital identifiers already in use — including the QR code printed on paper business licenses and the mini-program used to access electronic business licenses — so that these systems can communicate and share data seamlessly.

Focus on services for the entire lifecycle of a business, including establishment, investment, operation and exit, and to build scenario-based, multi-business collaborative applications. This will be achieved through methods such as electronic license authorization, data sharing, and dedicated services, to promote a "one-stop" solution for enterprise demands.

Frequently used and innovative digital service scenarios should be brought together on a single platform by integrating resources spanning government policy information, administrative services, financial support, talent recruitment, legal assistance, and more — so that the platform can continuously meet the evolving practical needs of businesses in their day-to-day operations.

18. Promoting the establishment of dedicated business service zones

Provincial, city and county-level government service halls should set up dedicated business service zones tailored to local needs. These zones will work in close coordination with the standard government service counters to offer hands-on assistance to businesses that need help navigating or completing administrative processes on their behalf. They will also serve as a point of contact where businesses can submit inquiries, suggestions, complaints, or reports, and where staff can help coordinate solutions to problems businesses encounter across a range of areas — including administrative approvals, access to land and other key resources, financing, talent recruitment, science and technology innovation support, and connecting businesses with potential suppliers or customers.

City and county-level governments with the capacity to do so are encouraged to establish business service centers at the sub-district or township level, tailored to the specific needs of businesses in those local areas.

19. Driving meaningful improvements in administrative efficiency

Efforts should be made to create a business environment that is stable, fair, transparent, and predictable in line with the goal of building a trustworthy, law-based, efficient, and clean government. The requirements for building a unified national market should be strictly upheld. Fair competition should be protected in accordance with the law, while any rules and practices that disrupt the unified market or undermine fair competition should be sorted out and invalidated. Businesses of all ownership, whether State-owned or private, should receive equal treatment and support in their growth and development.

Policy-making should be guided by what businesses actually need. When new business-related policies are developed, input from the businesses should be actively sought. Existing business-related policies should be reviewed and, where necessary, revised on a routine basis — and when policy changes are made, businesses should be given a reasonable transition period to adjust.

Efforts should be made to promote the building of a clean and efficient free trade port. A coordination mechanism linking business environment with inspection and supervision work should be strengthened to ensure that government departments fulfill their responsibilities as required.
The exercise of administrative power and the supervision of that power should be brought progressively into the digital realm. As part of this, a coordinated digital supervision network and an automated compliance monitoring system should be advanced together, driving a thorough crackdown on misconduct and corruption to continuously clear obstacles and create better environment for businesses. Any officials who turn a blind eye to problems raised by businesses, or who shift blame rather than taking responsibility for resolving problems, will be held strictly accountable in accordance with applicable rules, Party discipline, and the law.

20. Actively cultivating a business culture that respects, values and facilitates enterprises

City and county-level governments and relevant departments are required to put into practice the principle of building a new type of cordial and clean government-business relationship, actively promote the entrepreneurship, and create a favorable institutional environment and cultural atmosphere that respects entrepreneurs, upholds their reputations, protects their legitimate assets, and supports their innovation, and make all-out efforts to enhance the soft power of the sound business environment.

Efforts should be made to build a targeted, efficient, and interactive multi-dimensional media communication matrix to strengthen the promotion of outstanding entrepreneurs' achievements through media reports, and to guide and encourage businesses and entrepreneurs to fulfill their social responsibilities and present a positive public image, so that they feel a greater sense of pride in what they do and recognition of the value they bring to society.
