The One-Stop Service for Investment in Hainan (https://wssp.hainan.gov.cn/investinhainan/) is the first full-process, package-style investment service platform in China. Focusing on facilitating investment through integrated innovation, it consolidates systems from multiple government departments to offer domestic and foreign investors a wide range of services, including investment consultation, enterprise registration, modifications, deregistration, bank appointment and account opening, foreign exchange registration, project construction, vehicle purchase quota application, and visa and permit processing.

This innovative platform integrates all investment-related approval systems into a single access point. It comprises four main modules: Consultation Services, Business Establishment, Project Development, and Supporting Services.

The platform brings together 20 government systems across 13 departments — including commerce, market supervision, and development and reform agencies — enabling one-stop handling of enterprise registration, changes, deregistration, social insurance registration, invoice issuance, and housing fund registration, along with 179 extended investment-related services such as project construction, bank account appointment, foreign exchange registration, and visa and permit services.

The platform optimizes procedures and streamlines processes covering all stages of investment — pre-approval, implementation, and post-completion. It reduces the number of required form submissions by up to 55 percent, cuts approval time and steps by nearly 70 percent, and enables full-process business setup to be completed in as little as two working days.
