The China (Hainan) International Trade Single Window is a unified platform enabling trade and logistics companies to submit all required import or export documentation and electronic data to multiple government agencies through a single interface. By integrating customs, inspection and quarantine, maritime, border control, and port procedures, it streamlines the clearance process, enhances regulatory efficiency, and reduces operational costs.

The platform builds on the successful experiences of Shanghai and other pilot free trade zones. By aligning with international standards, and adapting to Hainan's unique development priorities, it continues to expand local applications through ongoing innovations in investment and trade facilitation.

Since launching the platform in March 2019, the province has followed a "national standard + Hainan characteristics" approach. It has implemented core national functions to meet first-tier port regulatory needs, introduced Hainan-specific features to support early Free Trade Port policy rollout, and developed second-tier port capabilities in preparation for its island-wide special customs operation.

As of mid-August 2024, Hainan's Single Window had launched 121 standard functions across 18 national applications, fully meeting customs supervision needs for goods, articles, personnel, and transport vehicles at first-tier ports. In line with the Master Plan for the Construction of Hainan FTP, it had also launched 40 localized features across 13 specialized modules, including value-added processing, zero-tariff zones, product traceability, duty-free sales, smart manifests, airport logistics, seaport logistics, smart customs services, cruise and yacht services, financial services, tariff inquiry, port statistics, and supervision sites. These tailored functions have effectively supported the implementation of early-stage FTP policies, with core declarations for cargo, vessels, and manifests maintaining a 100 percent adoption rate.
