Hainan province has recently introduced an action plan to promote high-quality development of air logistics in the region, aiming to accelerate opening-up, expand global cargo networks, and enhance Hainan Free Trade Port's role as an international air cargo hub.

The plan supports Hainan in developing "two headquarters bases" (one for Chinese enterprises expanding globally and another for foreign firms entering China), "two hubs" (an international shipping hub for the New Western Land-Sea Corridor and a regional aviation gateway to the Pacific and Indian Oceans), and "two networks" (an international air-sea transport network and an international economic and trade cooperation network).

By the end of 2025, Hainan aims to build a robust air logistics support system, with annual airport cargo throughput reaching 320,000 metric tons, over 10 international cargo routes, and over 25,000 tons of international cargo volume. By the end of 2027, these targets will rise to 350,000 tons, 12 routes, and 28,000 tons, respectively.

To achieve these goals, the plan outlines 20 key tasks for implementation.
