Guide to application for confirmation as a foreign-invested product export enterprise or an advanced technology enterprise

This guide provides essential information to foreign-invested enterprises in Hainan on applying for confirmation as a product export enterprise or an advanced technology enterprise.

Basic requirements
Applicants for confirmation as a product export enterprise shall satisfy the following conditions:

1. The enterprise shall be engaged in the production of export products.

2. The annual export value, including direct exports and exports conducted through foreign trade agencies, shall account for more than 50 percent of the enterprise's total annual product sales.

3. The enterprise shall achieve a surplus in its operating foreign exchange balance for the year, with foreign exchange income exceeding foreign exchange expenditure, excluding any balance carried forward from previous years.

4. The enterprise shall be profitable in the current year.

Applicants for confirmation as an advanced technology enterprise shall satisfy the following conditions:

1. The enterprise shall operate a production project encouraged under the state's foreign investment policies.

2. The enterprise shall adopt internationally advanced and applicable technologies, production processes and equipment.

3. The quality and technical performance of its products shall be at a leading level within China.

Required materials
For confirmation as a product export enterprise:
1. Application for confirmation as a product export enterprise;
2. Copies of the enterprise approval certificate, business license, contract, articles of association and relevant approval documents;
3. Capital verification report on the registered capital contributions made by the investors;
4. Product export performance statement;
5. Foreign exchange balance statement;
6. Audit report.

For confirmation as an advanced technology enterprise:
7. Application for confirmation as an advanced technology enterprise;
8. Project feasibility study report and relevant approval documents;
9. Technology transfer agreement and relevant approval documents;
10. Acceptance report on the enterprise's production line;
11. Assessment opinion.
