This guide provides essential information to enterprises on applying for an initial issuance of Hazardous Chemicals Business License.

Basic requirements
Applicants engaged in hazardous chemicals business activities shall be registered as enterprises in accordance with the law and shall satisfy the conditions for obtaining a Hazardous Chemicals Business License.

The operating premises, storage premises, facilities and buildings shall comply with applicable national standards and industry standards relating to fire protection, safety designs and hazardous chemicals management.

The principal person in charge of the enterprise and production safety management personnel shall possess production safety knowledge and management capabilities appropriate to hazardous chemicals business activities, complete the required training and obtain the relevant qualification certificates.

Special operations personnel shall receive specialized training and obtain operation certificates in accordance with applicable regulations. Other employees shall complete production safety education and professional technical training as required.

The enterprise shall establish sound production safety management rules and operating procedures.

The enterprise shall prepare an emergency response plan for hazardous chemicals accidents in accordance with applicable requirements and equip the necessary emergency rescue equipment and facilities.

The enterprise shall also satisfy other production safety conditions prescribed by applicable laws, regulations, national standards and industry standards.

1. Application form for the Hazardous Chemicals Business License;
2. List of job operating procedures;
3. List of production safety management rules and regulations;
4. Qualification certificates of the principal person in charge of the enterprise, production safety management personnel and special operation personnel;
5. Supporting documents evidencing ownership of the business premises;
6. Written undertaking confirming that employees have completed the required training and obtained the relevant qualifications;
7. Supporting documents evidencing lease of the business premises (where applicable);
8. Copy of the business license of the enterprise;
9. Pre-approval document for the enterprise name (where applicable);
10. Record filing registration form for the emergency response plan for hazardous chemicals accidents;
11. Supporting documents evidencing lawful use of storage facilities;
12. Completion acceptance report for safety facilities of the hazardous chemicals construction project;
13. Supporting documents evidencing lease of storage facilities (where applicable);
14. Academic qualification certificates of full-time production safety management personnel;
15. Supporting documents evidencing record filing of major hazardous installations (where applicable);
16. Qualification certificate of registered safety engineer (hazardous substances safety category) or professional qualification certificate of full-time production safety management personnel;
17. Safety evaluation report.
