This guide provides essential information to institutions in Hainan on applying for qualification recognition as a safety evaluation institution.
Basic requirements
The applicant institution shall satisfy the conditions for qualifications recognition as a safety evaluation institution as stipulated in the Measures for the Administration of Safety Evaluation, Testing and Inspection Institutions, including:
1. The institution shall be an independent legal entity with fixed assets of no less than 8 million yuan ($1.18 million).
2. The institution shall have premises with a gross floor area of no less than 1,000 square meters, including an archive room of no less than 100 square meters, and shall possess facilities, equipment, software and other technical support resources necessary for its operations.
3. Where the institution undertakes safety evaluation services in sectors such as mining, metal smelting, hazardous chemical production and storage, or fireworks and firecrackers, it shall employ the required number of full-time safety evaluators in accordance with the applicable staffing standards.
4. An institution engaging in a single business sector shall employ no fewer than 25 full-time safety evaluators. For each additional industry sector, at least five additional full-time safety evaluators shall be employed in accordance with the applicable professional staffing standards. Among all full-time safety evaluators:
(1) First-level safety evaluators shall account for no less than 20 percent;
(2) First-level and second-level safety evaluators combined shall account for no less than 50 percent;
(3) Registered safety engineers with intermediate or higher professional qualifications shall account for no less than 30 percent.
5. The institution shall establish sound internal management systems and a safety evaluation process control system.
6. The legal representative shall provide a commitment letter acknowledging and undertaking the legal responsibilities, obligations, rights and risks associated with safety evaluation activities.
7. The institution shall appoint a full-time technical director and a full-time process control director. The technical director shall hold a First-Level Safety Evaluator qualification, possess a senior professional title relevant to the institution's business scope and have at least eight years of industry experience. The process control director shall hold a Safety Evaluator qualification.
8. The institution shall maintain a functioning website through which institutional information is publicly accessible.
9. The institution shall have no record of major illegal conduct or serious dishonesty within the three years preceding the application date.
10. Other conditions stipulated by applicable laws, administrative regulations and relevant standards shall be satisfied.

2. Application form for qualification recognition of a safety evaluation institution;
3. Certificate of legal entity status;
4. Certificate of inquiry results or declaration confirming no record of major illegal conduct or serious dishonesty within the three years preceding the application date;
5. Commitment letter of the legal representative;
6. Supporting documents showing and evidencing fixed assets, or a written commitment;
7. Supporting documents showing and evidencing the area of the workplace and archive room;
8. Supporting documents showing and evidencing the professional competence of safety evaluators;
9. Supporting documents relating to the full-time technical director and full-time process control director;
10. Internal management systems of the institution (non-controlled version).
