Guide to application for approval of inter-provincial transfer of hazardous waste

This guide provides essential information to enterprises in Hainan province on applying for approval of inter-provincial transfer of hazardous waste.

Basic requirements
For the transfer of hazardous waste, an electronic or paper hazardous waste transfer manifest shall be completed and processed in accordance with relevant state regulations.

For the inter-provincial transfer of hazardous waste, an application shall be submitted to the competent ecological and environmental authority of the province, autonomous region or municipality directly under the central government from which the hazardous waste is to be transferred.

The competent ecological and environmental authority of the place of origin shall, after obtaining the consent of the competent ecological and environmental authority of the receiving location, approve the transfer within the prescribed time limit and notify the relevant ecological and environmental authorities and transportation authorities.

No hazardous waste may be transferred without approval.

Required materials
1. Application form for inter-provincial transfer of hazardous waste;
2. Business license of the applicant;
3. Hazardous waste operating permit;
4. Business license of the transportation provider;
5. Road Transport Operating Permit of the transportation provider;
6. Hazardous waste transportation contract;
7. Business license of the receiving entity;
8. Hazardous waste operating permit of the receiving entity;
9. Agreement between the applicant and the receiving entity for the entrusted storage, utilization or disposal of waste.
