This guide provides essential information to enterprises in Hainan on applying for an initial safety production license for hazardous chemicals production enterprises.
Basic requirements
The enterprise shall satisfy the conditions for obtaining a safety production license, as stipulated in the Implementation Measures for Safety Production Licenses for Hazardous Chemical Production Enterprises, including:
1. The site selection, plant layout, facilities, equipment and production processes shall comply with relevant safety requirements.
2. Occupational hazard prevention facilities and labor protection equipment meeting applicable standards shall be provided.
3. Major hazard installations shall be identified and managed in accordance with relevant regulations.
4. A safety management organization and full-time safety management personnel shall be established in accordance with the law.
5. A comprehensive safety production responsibility system, safety management rules and operating procedures shall be established.
6. Principal responsible persons, safety management personnel and other relevant personnel shall possess the required qualifications and have completed the prescribed safety training.
7. Adequate funds for safety production shall be allocated and employees shall be covered by work-related injury insurance.
8. A qualified safety assessment shall be completed and corrective actions implemented where necessary.
9. Hazardous chemicals shall be registered in accordance with the law, and emergency response requirements shall be met.
10. Other safety production conditions stipulated by relevant laws, regulations and applicable standards shall be satisfied.

1. Application form for safety production license for hazardous chemicals production enterprises;
2. Documents relating to the safety production responsibility system and a list of safety management rules, regulations and operating procedures;
3. Documents showing and evidencing the establishment of a safety management organization and the appointment of full-time safety management personnel;
4. Certificate of safety qualifications of the principal responsible person;
5. Certificate of safety qualifications of the person responsible for safety management;
6. Certificate of safety qualifications of safety management personnel;
7. Special operations certificate of special operations personnel;
8. Report on the allocation and use of safety production expenses;
9. Supporting documents showing and evidencing payment of work-related injury insurance premiums for employees;
10. Filing certificate for the emergency response plan for hazardous chemicals accidents;
11. Hazardous chemicals registration certificate;
12. Business license;
13. Safety assessment report;
14. Completion acceptance report for a newly established enterprise;
15. Information on the emergency rescue organization or emergency rescue personnel, together with a list of emergency rescue equipment and facilities;
16. Filing certificate for major hazard installations;
17. Registration form for filing of the special emergency response plan for major hazard installations.
