Guide to application for an initial production license for Class I non-pharmaceutical precursor chemicals

This guide provides essential information to enterprises in Hainan on applying for an initial production license for Class I non-pharmaceutical precursor chemicals.

Basic requirements
The enterprise shall satisfy the conditions for obtaining a production license for Class I non-pharmaceutical precursor chemicals as stipulated in the Regulations on the Administration of Precursor Chemicals and the Measures for the Administration of Production and Operating Licenses for Non-Pharmaceutical Precursor Chemicals, including the following:

1. The enterprise shall be a legally registered chemicals manufacturing enterprise.

2. Production equipment, storage facilities and pollution treatment facilities shall comply with relevant national standards.

3. A sound management system for precursor chemicals, a safety production management system and an emergency response plan for environmental incidents shall be established.

4. The legal representative, principal responsible person, technical personnel and management personnel shall possess the necessary knowledge of safety production and precursor chemicals and shall have no record of drug-related crimes.

5. The enterprise shall have obtained the relevant Safety Production License and Hazardous Chemicals Registration Certificate as required by law.

6. Other conditions stipulated by applicable laws, regulations and administrative rules shall be satisfied.

Required materials
1. Application form for the production and operating license for non-pharmaceutical precursor chemicals;
2. Description of production equipment, storage facilities and pollution treatment facilities;
3. Management system for precursor chemicals;
4. Emergency response plan for environmental incidents;
5. Safety production management system;
6. Supporting documents showing and evidencing that the legal representative (or principal responsible person), technical personnel and management personnel possess the required safety production knowledge;
7. Copy of the business license;
8. Product packaging description and instructions for use;
9. Safety production license and hazardous chemicals registration certificate;
10. Supporting documents showing and evidencing that the legal representative (or principal responsible person), technical personnel and management personnel have no record of drug-related crimes;
11. Supporting documents showing and evidencing payment of work safety liability insurance premiums.
