This guide provides essential information to overseas publishing organizations on applying for approval to establish offices in China.

Basic requirements
The applicant organization must be legally established in its country or region of registration.

The applicant organization shall maintain friendly relations with China and have a good reputation.

The proposed scope of business of the office shall comply with Chinese laws, administrative regulations and relevant rules, and shall be consistent with the purpose of its establishment.

The chief representative or representative of the office in China shall be: (1) a foreign national holding a valid ordinary passport (excluding foreign students studying in China); (2) a Chinese mainland resident who has obtained long-term residence status abroad; or (3) a resident of Hong Kong, Macao or Taiwan holding valid identity documents.

Required materials
1. Review opinion issued by the Information Office of the provincial people's government where the proposed office is to be established;
2. Written request signed by the principal person in charge of the overseas publishing organization;
3. Qualification documents of the overseas publishing organization;
4. Application form for overseas press and publication organizations to establish offices in China;
5. Proof of appointment, curriculum vitae and identity documents of the proposed chief representative of the office;
6. Identity documents and professional qualification documents of the proposed office staff;
7. Copy of supporting documents for the proposed office premises (lease agreement or property ownership certificate).
