This guide provides essential information to foreign enterprises in Hainan on applying for approval of the establishment of foreign-invested printing enterprises.

Basic requirements
Chinese and foreign investors shall be legal persons capable of independently assuming civil liabilities and shall have direct or indirect experience in the management of printing businesses.

The foreign investor shall satisfy at least one of the following requirements: (1) be capable of providing internationally advanced printing management models and experience; (2) be capable of providing internationally advanced printing technologies and equipment; or (3) possess sufficient financial resources.

Foreign-invested printing enterprises shall be established in the form of limited liability companies.

For Sino-foreign joint venture printing enterprises engaged in the printing of publications or other printed materials, the Chinese investor shall hold a controlling or dominant stake. Where the enterprise is engaged in publication printing, the chairperson shall be appointed by the Chinese party, and Chinese members shall constitute the majority of the board of directors.

The business period generally does not exceed 30 years.

In addition to the foregoing requirements, the establishment of foreign-invested printing enterprises shall comply with national planning requirements regarding the number, structure and distribution of printing enterprises.

Required materials
1. Printing enterprise registration and licensing application form;
2. Project proposal for the establishment of a foreign-invested printing enterprise;
3. Feasibility study report;
4. List of printing equipment to be purchased or supporting documents proving ownership of production equipment;
5. Registration documents of all investors;
6. Appointment documents of the legal representatives of all investors and the proposed enterprise (including curricula vitae and identity documents).
