This guide provides essential information, including necessary requirements, procedures and contact details, for filing foreign investment projects in major cities and counties in Hainan.

Qualified Applicants
Qualified applicants encompass enterprise legal persons, public institution legal persons, social organization legal persons, administrative organs and other organizations.

Basic Requirements
1. Fields not specified in the Special Administrative Measures for Foreign Investment Access to Hainan Free Trade Port (Negative List) shall be administered under the principle of equal treatment for domestic and foreign capital.
2. Foreign investment projects that are beyond the scope of approval and do not belong to prohibited items in the Special Administrative Measures for Foreign Investment Access to Hainan Free Trade Port (Negative List) shall be filed with the corresponding city/county or park.
3. The project must conform to the development plan, industrial policies and access standards.
4. The project must rationally develop and effectively utilize resources.
5. The project must not affect national and ecological security.
6. The project must not have a significant adverse impact on public interest.
7. The project must comply with the national provisions on the management of capital projects and foreign debts.
