Guide to application for approval of permanent residence of returned overseas Chinese

This guide provides essential information to overseas Chinese on applying for approval of permanent residence in China.

Basic requirements
Applicants seeking to return to China for permanent residence, where the intended place of residence is the location where their household registration was previously cancelled, shall satisfy all of the following conditions:

The applicant shall have continuously resided in China for more than one year.

Where the intended place of residence is located in an urban area, the applicant's lawful income or source of living expenses shall be no lower than the average social wage of Hainan province for the previous year. Where the intended place of residence is located in a rural area, the applicant's lawful income or source of living expenses shall reach the local per capita income level.

The applicant shall have lawful and fixed housing in Hainan, or relatives within China, who are able to provide stable housing arrangements.

Where the intended place of residence is not the location where the applicant's household registration was previously cancelled, the applicant shall, in addition to satisfying the requirements above, comply with relevant provisions jointly formulated by the overseas Chinese affairs authority and the public security authority at the intended place of residence.
