Basic Requirements

In accordance with Article 2, Chapter 1 of the Administrative Measures for the Identification of High-end Talent in Hainan Free Trade Port, "full-time high-end talent" generally refers to those whose personnel relations or files are kept in Hainan province or who have signed labor (employment) contracts with a term of three years or more with employers in Hainan province and have participated in social insurance such as basic pension insurance for urban workers or paid their individual income tax in Hainan province;
In accordance with Paragraph 2, Article 11, Chapter 3 — Review and Identification, the employer shall review the applicant's moral character, contribution and performance, as well as the integrity, legitimacy and authenticity of the application materials, issue its review opinions and publicize them internally for five workdays.
If there is no objection at the expiration of the publicity period, the employer can submit the review opinions, application materials and public information via Hainan Government Affairs Service Net ("Haiyiban") to the local city/county or the key industrial park of Hainan Free Trade Port, and then submit the identification opinions and application materials to the Hainan Provincial Bureau of Human Resources Development.
The employer with identification authority shall, within the scope of its authority, carry out independent review of the employee via Hainan Government Affairs Service Net ("Haiyiban"), and then submit the review opinions and application materials to Hainan Provincial Bureau of Human Resources Development.
