Interpretation of Key Twenty Measures of Hainan Province for Business Facilitation and Enterprise Support

1. Background and Significance

Enterprises' high-quality development serves as the micro foundation for China's overall economic development. The business environment is the soil in which enterprises survive and grow. Hainan is committed to stepping up efforts to foster a market-oriented, world-class business environment governed by a sound legal framework, promoting enterprises’ high-quality development, and advancing the high-standard development of the Hainan Free Trade Port. By establishing efficient, facilitated and integrated enterprise service systems, Hainan aims to foster a reassuring, reliable, and comfortable environment for production and business operation to enable enterprises to choose, invest, and succeed in Hainan. To this end, the Key Twenty Measures are formulated and issued accordingly.

First, this policy represents a concrete action to implement the decisions and arrangements of the Communist Party of China Central Committee and the State Council. The Key Twenty Measures embody Hainan's efforts to meet the requirements of the Party Central Committee and the State Council on promoting the development and growth of the private economy and building a unified national market. Through continuous improvement of the efficiency, the province is committed to providing market entities with more high-quality, efficient, and convenient services to enable them to fully benefit from the dividends of the policies of the Hainan Free Trade Port, and creating an investment-friendly and development-assured business environment.

Second, this policy constitutes a strategic initiative to create a world-class business environment in the Hainan Free Trade Port. Through establishing comprehensive enterprise service systems, strengthening policy implementation, addressing challenges facing enterprises in production and operation, reducing burdens while improving efficiency in regulation, and reinforcing foundational support, the Twenty Key Measures are meant to help form the province's competitive advantages in fostering a sound business environment and unleash new momentum for serving enterprises' development.

Third, this policy offers an effective pathway to address challenges and difficulties hindering enterprises' high-quality development. The Key Twenty Measures, focusing on the entire lifecycle of enterprises and maintaining problem-oriented approaches, aim to comprehensively enhance quality and efficiency of enterprises services. It is designed to resolve concerns that enterprises have raised regarding investment implementation, resources assurance, policy fulfillment, and regulatory enforcement — thereby continuously strengthening enterprises' confidence in development.

2. Main Content and Highlights

The Key Twenty Measures center on five primary areas: establishing integrated enterprise service systems, enhancing the effectiveness and efficiency in implementing the core policies regarding Hainan Free Trade Port, improving the mechanisms on services of guiding enterprises in compliance and resolving problems, assisting enterprises in reducing burdens in investment and operation, and strengthening support for coordinated enterprise services.

(1) Establishing Integrated Enterprise Service Systems

First, all cities, counties, and relevant departments are required to make it an important responsibility to support for enterprises' high-quality development, place it on important agendas of their work, and help enterprises substantively resolve challenges in development.

Second, establish regular channels for government-enterprise communications and consultations. All cities, counties, and departments are required to improve government-enterprise dialogue platforms such as the "blue ocean" business environment dialogue and the government-enterprise appointments channels, regularly organize government-enterprise communications activities, and respond to and resolve reasonable concerns from enterprises. Simultaneously, departments responsible for business environment should strengthen communications with chambers of commerce, industry associations, and business councils to jointly promote high-quality development of the private sector.

Third, implement tiered and categorized comprehensive service coverage. Establish lists of tiered and categorized services for enterprises; all cities, counties, and relevant departments should designate service specialists to liaise with and serve enterprises on a regular basis. Provincial-level departments responsible for development and reform, commerce, and others shall establish coordinated mechanisms for investment attraction, project implementation, and operational tracking services, designate project service specialists for full-process tracking, and continue assigning enterprise service specialists after a project is underway. A system should be established to ensure projects have dedicated service specialists for follow-up of the project and enterprises have access to responsible managers for their problems.

Fourth, break down data barriers. Provincial-level departments are required to strengthen sharing of enterprise-related data, promote the sharing and mutual utilization of enterprise data across departments, establish mechanisms for proactively discovering, analyzing, and resolving problems, and deliver more targeted and warmer services.

(2) Enhancing the Effectiveness and Efficiency in Implementing Core Free Trade Port Policies

First, provincial-level departments will establish policy interpretation mechanisms tailored to different enterprises, designate policy interpretation specialists, and provide enterprises with comprehensive, accurate, scientific, and timely policy guidance.

Second, establish a dedicated policy interpretation hotline at the 12345 service center, improve the three-party policy consultation mechanism, enhance the overall service quality of the 12345 service hotline, and ensure it truly becomes an enterprise's trusted partner.

Third, improve the operation mechanism of the Hainan FTP one-stop policy enquiry platform. Continuously expand the scope of items under the "Mian Shen Ji Xiang" arrangement (qualified enterprises automatically entitled to relevant preferential policies without the need of applications), actively enhance the convenience and efficiency for enterprises to have access to the policies.

(3) Improving Mechanisms on Services of Guiding Enterprises in Compliance

First, establish "one industry, one project" compliance guidance service mechanism, actively respond to and guide enterprises' compliance operations, and proactively help enterprises understand and implement compliance requirements.

Second, strengthen closed-loop management of enterprise issues. All cities, counties, relevant departments, and development zones should implement principal leader response and resolution mechanisms, and advance the resolution of major issues such as investment project implementation through the engagement of principal leaders.

Third, establish direct fast-track consultation mechanisms for urgent requests from enterprises. Based on different categories of urgent requests, clarify who will handle related matters and how long it will take, effectively improving problem-resolution efficiency and preventing enterprises' concerns from becoming stalled midway.

(4) Reducing Enterprises' Investment and Operational Burdens

First, relevant departments should implement special initiatives to help enterprises reduce costs and improve efficiency, making utmost efforts to lower costs for enterprises regarding land use, electricity, natural gas, logistics, financing, and other production factors. Develop and establish measures to regulate intermediary services and lower intermediary costs. Standardize management of enterprise-related fees in accordance with the law, conduct regular special inspections of enterprise fees, and ensure that enterprises' burdens are genuinely reduced.

Second, comprehensively optimize enterprise-related inspections and research activities. Implement a "comprehensive one-time inspection" and "authorization code-based inspection" system, conduct tiered and categorized supervision based on credit ratings. For trustworthy enterprises, adopt a "no disturbance unless needed" approach, while for untrustworthy enterprises, apply "precise supervision."

Third, strengthen the coordination and monitoring of enterprise research activities, clarify the appointment mechanism, share research findings among various departments, and make maximum efforts to reduce disruptions on enterprises normal operations by repetitious research activities.

(5) Strengthening Support for Coordinated Enterprise Services

First, strengthen the functions of the online "enterprise code", establish on-site enterprise service areas, and provide more robust services and support for enterprises.

Second, actively enhance administrative efficiency, strictly implement requirements for building a national unified market, and maintain fair competition order.

Third, establish mechanisms for coordinating the work regarding business environment and inspection, promptly rectify irregular activities regarding enterprise services, and continuously clear all hurdles in fostering a sound business environment.

Fourth, all cities, counties, and relevant departments should translate the requirements of building a new type of cordial and clean relationship between government and enterprises into concrete action, foster an environment that respects, supports and befriends businesses, vigorously defend enterprises' reputations and protect the lawful property of entrepreneurs, strengthen promotion and publicity of extraordinary deeds of outstanding entrepreneurs, and fully enhance soft business environment.
