Basic requirements

1. Basic conditions for employers:

(1) The employing entities must be legally established and have no record of serious illegal activities or dishonesty. The positions for which foreigners are hired should be specially needed positions, for which appropriate candidates are temporarily unavailable domestically, and the hiring should not violate relevant national regulations. The wages or salaries paid to the hired foreigners must not be lower than the local minimum wage standard.

(2) If laws and regulations stipulate that pre-approval from the industry's supervisory department is required, employers must obtain approval before hiring foreigners.

2. Basic conditions for applicants:

(1) Applicants should be at least 18 years old, in good health, with no criminal record. They must have a confirmed employer within the country and possess the professional skills or corresponding knowledge level necessary for their intended work.

(2) The work undertaken by the applicant should align with the needs of the country's economic and social development and involve positions for which professionals are domestically urgently needed and in short supply.

(3) If there are other specific regulations for foreigners working in China according to laws and regulations, those specific regulations shall apply.
