Basic requirements

1. Basic qualifications for employers:

(1) The employing entities must be established in accordance with the law and have no records of serious violations or dishonesty. The positions for which foreigners are employed should be those with special requirements, for which there is a temporary lack of suitable candidates in the country, and should not contravene any national regulations. The wages or salaries paid to the employed foreigners must not be lower than the local minimum wage standards.

(2) For positions that are subject to pre-approval by the industry's regulatory department as stipulated by laws and regulations, such approval must be obtained.

2. Basic qualifications for applicants:

(1) Applicants must be at least 18 years of age, in good health, and have no criminal record. They should have a confirmed employer within the country and possess the necessary professional skills or the appropriate level of knowledge to perform their intended work.

(2) The work they engage in should meet the needs of the country's economic and social development and be in professions that are urgently needed and in short supply domestically.

(3) If there are additional regulations for foreigners working in China as set forth by laws and regulations, these specific regulations shall prevail.
