This guide provides essential information to foreign nationals and employers in Hainan province on applying for a foreign expert invitation letter.

Basic requirements (for employers)
Employers must be established in accordance with the law and have no records of serious violations or breaches of trust. The positions for which foreigner experts are to be employed should be those with special requirements, for which there is a temporary lack of suitable candidates in the country and should not contravene any national regulations. The wages or salaries paid to the employed foreigners must not be lower than local minimum wage standards.

For positions that are subject to pre-approval by the regulatory department, as stipulated by laws and regulations, such approval must be obtained.

Basic requirements (for applicants)
Applicants must be at least 18 years old, be in good health and have no criminal record. They should have a confirmed employer within China and possess the necessary professional skills or appropriate level of knowledge to perform their intended work.

The work they engage in should meet the needs of the country's economic and social development and involve occupations for which there is a shortage of qualified personnel in China.

If there are additional regulations for foreigners working in China, as set forth by laws and regulations, the relevant regulations shall apply.

1. Application form for foreign expert invitation letter;
2. Work contract, project contract, cooperation agreement or invitation statement issued by the inviting organization;
3. Applicant's passport or international travel document;
4. Proof of meeting the requirements of foreign high-end talent (Category A).
