To facilitate the implementation of the Special Administrative Measures for Foreign Investment Access (Negative List), Hainan has comprehensively reviewed conflicting clauses related to items that were previously restricted but are now opened up in the negative list. It has promptly cleared restrictions on foreign investment in areas outside the Free Trade Port Negative List and enhanced the transparency and consistency of their open policies. Hainan is intensifying its foreign policy promotion and investment attraction efforts by leveraging major international events such as the Boao Forum for Asia Annual Conference and the China International Consumer Products Expo. It is hosting policy briefings and investment promotion events to introduce the free trade port negative list policy and stimulate foreign investment growth. Simultaneously, efforts are being made to strengthen risk prevention and control measures to safeguard the high-level opening-up of the Hainan Free Trade Port.

Free trade ports represent the highest level of openness in today's world. The Master Plan for the Construction of Hainan Free Trade Port aims to establish a policy system focusing on trade and investment liberalization and facilitation by 2025. By 2035, the goal is to achieve free and facilitated trade, investment, cross-border capital flow, personnel flow, transportation and orderly, safe data flow. Going forward, Hainan will continue to reduce the Free Trade Port Negative List reasonably, expand further opening-up, enhance the level of freedom and facilitation for foreign investment, and provide strong impetus for the development of industries in the Hainan Free Trade Port, in line with national guidelines and the Master Plan for the Construction of the Hainan Free Trade Port.
