Hainan Maritime Safety Administration issued the first crew training license

On January 11, Hainan Maritime Safety Administration issued the "People's Republic of China Crew Training License" to Hainan Vocational University of Science and Technology. This is the first crew training institution qualification certificate issued by the Hainan Maritime Safety Administration, which marks the implementation of another important measure by the Maritime Safety Administration of the Ministry of Transport to support the construction of the Hainan Free Trade Port Maritime Special Zone. Hainan Maritime Safety Administration has become the only provincial-level maritime agency in the country with the approval authority for crew training institutions.

The license is of great significance to grant training qualifications for captains and first mates of Hainan Vocational College of Science and Technology. It means that captains and chief mates registered in Hainan, as well as crew members who intend to work in Hainan and who intend to be promoted to captains and chief mates in Hainan do not have to go outside the island for promotion and effective training for certificates. It will further enhance the attractiveness of Hainan Free Trade Port to high-quality shipping talents, accelerate the gathering of shipping development elements to Hainan, and help the construction of Hainan Free Trade Port.

Due to historical reasons such as the mismatch of teachers and equipment in the original training institutions, there has never been a crew training institution with qualifications for captain and first mate training in Hainan Province. It is not only costly and time-consuming, but also restricts the stable development of the Hainan crew. Therefore, the voice of in-place training has been high in the industry.

In order to solve the actual difficulties of the enterprise and meet the actual needs of the crew, Hainan Maritime Safety Administration took the opportunity of the delegation of approval authority for crew training institutions, combined with the implementation of the practice activity of "I do practical things for the masses", and carried out in-depth research on shipping enterprises and crew training institutions. They understand the opinions and needs of shipping companies and crew members, and focus on optimizing the settings of training institutions and training programs.
