In the first July of this year, Haikou Customs supervised a total of 28.93 billion yuan of duty-free sales on offshore islands, with 4.199 million duty-free shoppers and 34.03 million duty-free shopping items.

Since the beginning of this year, our province has introduced a series of measures to actively promote the recovery of the duty-free consumption market on offshore islands. Our province has continued to consolidate the favorable trend of the duty-free consumption market of offshore islands through tax shopping festival and duty-free promotion activities outside the province. All the duty-free business entities of offshore islands also continue to carry out more than 30 special theme promotional activities in combination with holidays and consumption hotspots. They have created an immersive consumption experience, innovative marketing methods, and launched discount promotions online and offline to allow travelers to enjoy more shopping benefits.

According to the relevant person in charge of the sea tourism duty-free city, in order to cope with the summer holiday duty-free sales season, the duty-free city adjusted and optimized the sales measures, launched a lot of new products at the same time, but also increased the stock of hot products. In recent days, the daily number of commodity records, the number of inbound and outbound warehouses, etc., have reached a small peak, and under the intelligent supervision mode of the Customs, the logistics turnover and the efficiency of commodity shelves have also been efficiently guaranteed.

Since the beginning of this year, Haikou Customs has innovatively promoted the implementation of convenient delivery methods such as "instant purchase and instant delivery" and "guarantee and instant delivery", providing tourists with more abundant shopping choices. At the same time, Haikou Customs continued to optimize the duty-free supervision mode of the offshore islands with the construction of "smart customs" as the starting point, carried out the reform of the duty-free centralized examination mode of the offshore islands, and uniformly handled the registration of duty-free goods, import and export audit business for the 12 offshore islands duty-free shops on the island. They enable intensive and intelligent business handling with science and technology, and further smooth the circulation supply chain of duty-free goods with efficient and professional unified and standardized law enforcement, and achieve the "immediate arrival, immediate examination, immediate nuclear and immediate release" of duty-free goods on the island, escorting business entities and consumers for the benefit of the offshore islands duty-free policy.

In addition, Haikou Customs comprehensively promoted the multidimensional governance of duty-free "set purchase" on outislands, constantly improved the supervision and risk prevention and control mechanism, carried out a special operation to crack down on "set purchase" smuggling, and increased investigation and seizure efforts. In the first half of this year, the number of investigated and punished cases increased by 105.3% year-on-year, effectively combating and deterring smuggling activities of "set purchasing agents" and maintaining the smooth and orderly operation of the offshore islands duty-free sales market.
