关于明确流动人员人事档案管理服务职责边界进一步优化经办服务的通知
Notice of Department of Human Resources and Social Security of Hainan Province on Defining the Responsibilities and Boundaries of Personnel Archive Management Service for Floating Population to Further Optimize the Handling Service
各市、县、洋浦经济开发区人力资源社会保障(人事劳动保障)局，省人力资源开发局：
Human Resources and Social Security (Personnel, Labor and Social Security) Bureaus of Cities, Counties and Yangpu Economic Development Zone, and Human Resources Development Bureau of Hainan Province,
根据《中国(海南)自由贸易试验区商事登记管理条例》相关规定，全省商事主体的登记机关为省级市场监督管理部门。为协同推进商事主体登记改革工作，进一步规范流动人员人事档案管理，优化经办服务，现就有关事项通知如下：
In accordance with the
Regulations on the Administration of Commercial Registration of China (Hainan) Pilot Free Trade Zone, the registration authority of commercial subjects in our province is the Provincial Market Supervision Administration. In order to jointly promote the reform of commercial subject registration, further standardize the personnel archive management of floating population and optimize the handling service, we hereby notify the following:
一、明确档案管理服务边界。我省新增商事主体申请档案管理服务的，按照该商事主体社会保险缴纳机构确定档案管理服务边界。)即：商事主体在省社会保险服务中心参保缴费的，由省人力资源开发局(省就业局)受理;在市县社会保险服务中心参保缴费的，由同级流动人员人事档案管理机构受理。
I. Define the boundaries of archive management service. If applied by a new commercial subject in our province, the boundaries of archive management service shall be defined according to the social insurance contribution agency of the commercial subject. Namely, if the commercial subject has paid in the Social Insurance Service Center of Hainan Province, their application will be handled by the Human Resources Development Bureau (Employment Bureau) of Hainan Province; if paid in the Social Insurance Service Center of any city or county, their application will be handled by the personnel archive management agency for floating population at the same level.
二、推进档案信息系统建设。省人力资源开发局要加强全省档案信息系统建设的统筹工作，指导各市县开展档案数据标准化采集、规范档案数据化管理和使用，大力推进流动人员档案信息系统推广、组网和数据共享等工作，逐步实现全省流动人员档案信息数据网上可查、日常服务网上可办，为自贸港人员流动提供优质高效经办服务。未自行开发使用档案信息系统的市县，须在9月10日前向省人力资源开发局申请使用档案信息系统;已自行开发使用其他档案信息系统的市县，要尽快实现与省级档案信息系统的数据对接。
II.Advance the construction of archival information system. The Human Resources Development Bureau of Hainan Province should strengthen the overall planning of archival information system construction, guide the cities and counties to carry out the standardized collection of archival data, standardize the archival data management and use, vigorously promote the application, networking and data sharing of archival information system for floating population, so that the provincial archival information and daily service for floating population are gradually available online, thus providing high-quality and efficient handling service for the turnover of talents in the Free Trade Zone. In case of failure to develop and use the archival information system, cities and counties must apply to the Human Resources Development Bureau of Hainan Province for the use of the archival information system before September 10. Those with self-developed archival information systems should realize data docking with provincial archival information system as soon as possible.
三、打造优质档案服务窗口。各级流动人员人事档案服务机构要围绕自贸港对窗口服务提出的新要求，自觉把提升档案窗口服务质量作为优化营商环境的一件大事来抓，改进工作作风，提供暖心贴心服务。省人力资源开发局负责统一规范全省档案服务办事流程，各级人力资源社会保障部门及所属档案管理服务机构要通过政府门户网站或一体化服务平台公布档案管理服务内容及办事流程、办事地点、业务咨询电话。对于能够通过网上办理的事项，应移至网上办理;对于需要提供的办事材料，应一次性告知;对于不属于档案服务范畴的事项，要耐心解释说明，不得一推了事。
III.Build high-quality archive service windows. The personnel archive services for floating population at all levels should focus on the new requirements for window service in the Free Trade Zone, consciously regard the higher quality of archive window service as an important aspect to optimize the business environment, improve the work style, and provide warm and considerate services. The Human Resources Development Bureau of Hainan Province should standardize the archive service process throughout the province, all levels of human resources and social security departments and their archive management service are expected to release the archive management service contents and process, service location, and inquiry hotline through the government portal website or integrated service platform. Those available to be handled on the Internet should be done online; the service materials to be provided should be informed in one time; those not within the scope of the archive service should be explained patiently but not be perfunctory.
各市县流动人员档案管理服务工作中的典型经验以及工作中遇到的难点问题，请及时向省人力资源开发局和省人力资源社会保障厅报告。
Cities and counties are expected to report timely their typical experience and difficulties in the archive management service for floating population to the Human Resources Development Bureau of Hainan Province and the Department of Human Resources and Social Security of Hainan Province.
