on Further Promoting the High-quality Development of
Injury Rehabilitation Services in Hainan Province
Human Resources and Social Security (Personnel, Labor and Social Security) Bureaus, Social Security Administration Department, Labor Capacity Appraisal Committees, and Injury Rehabilitation Agreement Agencies of Cities, Counties and Yangpu Economic Development Zone,
With a view to implementing the spirits of the Regulation on Work‐Related Injury Insurance, the Regulations on the Handling of Work‐Related Injury Insurance and the Implementation Opinions of the Ministry of Human Resources and Social Security on Supporting the Innovative Development of Human Resources and Social Security in Hainan Free Trade Port, further promoting the high-quality development of injury rehabilitation in our province, and providing better rehabilitation services to our injured workers, the following guidelines are hereby put forward to be carried out seriously.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics fora New Era, and with a people-centered approach, we are striving to build an injury insurance system of prevention, compensation and rehabilitation, improve the utilization efficiency of injury rehabilitation resources, and maximize the physical function and occupational labor capacity of injured workers.
——Stick to taking well-targeted steps. The injury rehabilitation is integrated into the links of industrial injury identification, appraisal of labor capacity, and handling of injury insurance treatment, and the employers and injured workers are actively informed of their rights and interests of injury rehabilitation. The injury rehabilitation agreement agencies are accurately interfacing with the injured workers to provide them with rehabilitation services timely.
——Adhere to the standardized management. We will strengthen the supervision and management of injury rehabilitation agreement agencies, facilitate them to improve their technical levels and quality of service, and constantly optimize the injury rehabilitation process.
——Stick with the tracking service. We will explore such services as disability adaptation guidance, family rehabilitation guidance or job placement and coordination to help injured workers reintegrate into society and workplace.
(I) To improve the injury rehabilitation system. To further improve the management system and supporting standards and specifications of injury rehabilitation in our province, we will formulate the management measures for vocational injury rehabilitation expenses in our province, and make clear the proportion and scope of use of the vocational injury rehabilitation expenses. We will refine standards on injury rehabilitation services, and explore ways to settle the injury rehabilitation expenses, so that fund payments are legal, reasonable and safe.
(II) To improve the network of injury rehabilitation services. We will further strengthen the planning and guidance, coordinate the injury rehabilitation demands and service resources throughout the province, and scientifically identify the number and structure of agreement agencies. We will gradually establish a network of injury rehabilitation services with reasonable layout, complementary advantages, linkage between the province and cities, and resource sharing, and encourage those qualified agencies to set up their own injury rehabilitation departments.
(III) To expand the channels for informing the rights and interests of injury rehabilitation. While carrying out operations, the industrial injury identification departments, labor capacity appraisal committees and social security administration departments should issue to the applicants the Notification of Rights and Interests of Injury Rehabilitation,Injury Rehabilitation Standards for Hospitalization and Application for Rehabilitation of Injured Workers simultaneously. Social security administration departments, where conditions permit, can provide active door-to-door services, or push information about the rights and interests of injury rehabilitation to the injured workers and their employers through the social insurance information management system for urban workers, and timely inform the legitimate rights and interests of injury rehabilitation.
(IV)To establish a coordination service mechanism for work-related injury rehabilitation. The social security administration departments may entrust the injury rehabilitation agreement agencies to designate 1 or 2 workers with injury rehabilitation management experience as coordinators, who may, when the injured workers enter the agreement agencies for injury rehabilitation, take the initiative to interface with the injured workers or their close relatives and employers, so as to assist in the application for injury rehabilitation and related services.
(V)To optimize the injury rehabilitation management services. The social security administration departments should further optimize the injury rehabilitation process and shorten the time limit for approval of injury rehabilitation application. The Social Insurance Service Center of Hainan Province is required to strengthen daily supervision and inspection of injury rehabilitation agreement agencies, promote the standardized management and enhance the quality of service. The injury rehabilitation agreement agencies should constantly improve their professional skills, regulate service behaviors, and propose rehabilitation treatment protocols according to the actual situation of injured workers.
(VI)To strengthen the post-injury rehabilitation support. After rehabilitation treatment, the injured workers reach the expected goals and their functions have restored to a certain level and basically stable. The injury rehabilitation agreement agencies may provide the disability adaptation guidance, family rehabilitation guidance or job placement and coordination to help the injured workers get ready for their reintegration into society and workplace. The social security administration departments shall manage the follow-up of rehabilitation treatment for injured workers, in the form of workshop visits, phone tracking and community coordination, thus facilitating the injured workers to better adapt to their work and life.
(VII)To actively carry out the publicity of injury rehabilitation. The injury rehabilitation will be incorporated into the centralized publicity campaign for work-related injury insurance, to carry out the publicity of injury rehabilitation knowledge in a variety of ways. Meantime, it is essential to carry out the “one to one, face to face” publicity, directly oriented to the employers and injured workers for the identification and appraisal, in an effort to further improve the understanding of employers and injured workers on the importance of injury rehabilitation, change their concepts of rehabilitation, dispel their mental inhibitions, and protect their legitimate rights and interests in injury rehabilitation.
(I)To strengthen the organizational leadership. All cities, counties and departments should fully realize that the better injury rehabilitation service is an important manifestation of implementing the people-centered philosophy of development, and a practical matter for people’s livelihood to improve the sense of gain and happiness of injured workers. It is necessary to enhance political standing, strengthen organizational leadership, vigorously promote the injury rehabilitation, and achieve accurate injury rehabilitation services.
(II) To implement work responsibilities. Human Resources and Social Security Departments, Labor Capacity Appraisal Committees, Social Security Administration Departments, and Injury Rehabilitation Agreement Agencies of Cities and Counties should fulfill their responsibilities, work hand in glove, and jointly explore and promote the high-quality development of injury rehabilitation.
(III)To carry out special analysis. The Social Security Administration Departments of Cities and Counties should carry out special analysis of injury rehabilitation, timely do the work summary, and report to Social Insurance Service Center of Hainan Province the injury rehabilitation for the first half year and the previous year every July and January, respectively. In case of any major problems during the implementation, cities and counties are expected to feed back timely to the Work-related Injury Insurance and Unemployment Insurance Division, Department of Human Resources and Social Security of Hainan Province and the Work-related Injury Insurance Division, Social Insurance Service Center of Hainan Province.
